【摘要】：1997年7月1日，香港回歸中國，這是20世紀(jì)涉及中國利益的一件大事。中英之間關(guān)于香港的這場“世紀(jì)談判”則保證了香港順利回到中華人民共和國的懷抱。 1987年，在談判進入到涉及1997年7月1日香港回歸中國之前的秩序安排之時，中英雙方進入了瓶頸期。時任中國共產(chǎn)黨總書記的鄧小平首先提出建立中英聯(lián)合聯(lián)絡(luò)小組的建議。然而，對于這一建議，英方卻認為該小組將成為中國在香港的“第二個權(quán)力中心”，把港英政府變?yōu)椤磅四_鴨政府”，因此表示堅決反對。經(jīng)過兩年的激烈談判，中英雙方終于達成協(xié)議，簽署了《中華人民共和國政府和大不列顛及北愛爾蘭聯(lián)合王國政府關(guān)于香港問題的聯(lián)合聲明》，并在其附件中規(guī)定：1985年5月27日成立中英聯(lián)合聯(lián)絡(luò)小組，自1988年7月1日起以香港為主要駐地，于香港、英國和北京輪流開會，工作至2000年1月1日為止。此外，《中英聯(lián)合聲明》還明文規(guī)定了中英聯(lián)合聯(lián)絡(luò)小組的責(zé)任和義務(wù)。 事實證明，中英聯(lián)合聯(lián)絡(luò)小組的建立是十分必要的。雖然香港的回歸已經(jīng)是歷史的大勢所趨，但是港英政府仍然不斷地制造事端，企圖阻撓香港的順利回歸。其中，“新機場事件”、“排污計劃事件”都是港英政府制造的涉及香港和中央政府切身利益的跨越九七的大事件。在這些事件中，，中英聯(lián)合聯(lián)絡(luò)小組都發(fā)揮了重要作用。它作為一個特殊的臨時性外交機構(gòu)，保障了中方參與到香港回歸前期的過渡期的治理當(dāng)中。同時，在中英聯(lián)合聯(lián)絡(luò)小組的框架下，中英雙方通過一次次的小組會議、專家會議來促進中英雙方協(xié)調(diào)溝通的科學(xué)性，并對香港社會提供輿論導(dǎo)向，從而較好地解決了過渡期的一系列問題，保障了香港主權(quán)的平穩(wěn)順利過渡。
[Abstract]:The return of Hong Kong to China on July 1st 1997 was a matter of Chinese interest on 20th century. The "century talks" between China and Britain on Hong Kong ensured a smooth return of Hong Kong to the embrace of the people's Republic of China. On 1987, as the negotiations entered into arrangements for order prior to the handover of Hong Kong to China on July 1st 1997, China and Britain have entered a bottleneck period. Deng Xiaoping, then general secretary of the Communist Party of China, first proposed the establishment of a Sino-British Joint Liaison Group. However, with regard to this proposal, The British side, on the other hand, believed that the group would become China's "second power centre" in Hong Kong, turning the British Hong Kong Government into a "lame duck government," and expressed its firm opposition. After two years of intense negotiations, the Chinese and British sides finally reached an agreement. Having signed the Joint Declaration of the Government of the people's Republic of China and the Government of the United Kingdom of Great Britain and Northern Ireland on Hong Kong and providing in its annex the establishment of the Sino-British Joint Liaison Group on May 27th 1985, Since July 1st 1988, Hong Kong has been the main resident, meeting alternately in Hong Kong, the United Kingdom and Beijing until January 1st 2000. In addition, the Joint Declaration also specifies the responsibilities and obligations of the Joint Liaison Group (JLG). Facts have proved that the establishment of the Sino-British Joint Liaison Group (JLG) is very necessary. Although the reunification of Hong Kong has been the general trend of history, the British Hong Kong Government has continued to create trouble. Attempts to obstruct the smooth reunification of Hong Kong. Among them, the "New Airport incident" and the "sewage disposal Scheme incident" are major incidents involving the vital interests of Hong Kong and the Central Government that have been created by the British Hong Kong Government. Among these incidents, The Sino-British Joint Liaison Group (JLG) has played an important role. As a special temporary diplomatic body, it has ensured the participation of the Chinese side in the governance of the transitional period prior to the reunification of Hong Kong. At the same time, under the framework of the Sino-British Joint Liaison Group, Through group meetings and expert meetings, the Chinese and British sides have promoted the scientific nature of Sino-British coordination and communication, and provided public opinion guidance to Hong Kong society, thus better resolving a series of problems in the transitional period. It has guaranteed the smooth and smooth transition of Hong Kong's sovereignty.
