【摘要】：中美關(guān)系的發(fā)展歷史表明,臺灣問題歷來是中美兩國關(guān)系中最重要、最敏感的問題,它不但涉及中國的國家主權(quán)、領(lǐng)土完整、國家統(tǒng)一等原則性的問題,而且決定中美關(guān)系的性質(zhì)和歷史。臺灣問題之所以貫穿中美關(guān)系發(fā)展的歷史,中美兩國之所以在臺灣問題上一再展開斗爭,是由美國對華對臺戰(zhàn)略的本質(zhì)所導(dǎo)致的。臺灣問題長期以來是中美兩國關(guān)系中的消極和破壞性因素。中美關(guān)系要進一步發(fā)展,一個繞不開的問題就是臺灣問題。妥善處理“核心和敏感的臺灣問題”依然是中美關(guān)系健康順利發(fā)展的前提。 由于美國對臺政策具有穩(wěn)定性和連續(xù)性的特點,雖然小布什總統(tǒng)已經(jīng)退出白宮不再執(zhí)政,但是他的政策對后來奧巴馬政府都有深遠的影響。小布什總統(tǒng)時期的對臺政策進行了兩次比較大的調(diào)整,第一次是小布什總統(tǒng)刻意使美國的對臺政策“清晰化”聲稱美國將使用“一切手段”幫助“臺灣自衛(wèi)”,“不惜一切代價保衛(wèi)臺灣”。第二次是美國看到臺灣當局的“臺獨”行徑大有發(fā)展,對美國的利益產(chǎn)生了很大的威脅,超出了美國控制的范圍,小布什政府調(diào)整了對臺政策。由于國家利益的驅(qū)使,小布什政府雖然調(diào)整了其對臺政策,但是其本質(zhì)并沒有改變,他的愿望是維持兩岸不統(tǒng)、不獨、不戰(zhàn)、不和的局勢。小布什的這樣一種對臺的方針政策,對兩岸都產(chǎn)生了深遠的影響,兩國三方的關(guān)系都發(fā)生了很大的變化。 奧巴馬執(zhí)政后,美國新政府的對臺政策延續(xù)了小布什政府后期的對臺政策,但是其對臺政策中有一些不穩(wěn)定的因素,對以后奧巴馬對臺政策有深刻的影響。為了能夠更好的解決臺灣問題,中國政府應(yīng)該做好一定的工作。做好兩國三方的工作,從而更好地解決臺灣問題,使祖國早日統(tǒng)一。
[Abstract]:The history of the development of Sino-US relations shows that the Taiwan issue has always been the most important and sensitive issue in Sino-US relations. It not only involves China's national sovereignty, territorial integrity, and national reunification, but also issues of principle. Moreover, it determines the nature and history of Sino-US relations. The reason why the Taiwan issue runs through the history of the development of Sino-US relations, and the reason why China and the United States have repeatedly engaged in struggles on the Taiwan issue, The Taiwan issue has long been a negative and destructive factor in Sino-US relations. Sino-US relations should be further developed. An inextricable issue is the Taiwan issue. Properly handling the "core and sensitive Taiwan issue" is still a prerequisite for the healthy and smooth development of Sino-US relations. Because of the stability and continuity of US policy towards Taiwan, although President Bush Jr. has withdrawn from the White House and is no longer in power, However, his policies had a profound impact on the Obama administration. President Bush made two major adjustments to his policy toward Taiwan. The first time was President Bush's deliberate attempt to "clarify" the United States' policy towards Taiwan, claiming that the United States would use "all means" to help "Taiwan defend itself" and "defend Taiwan at all costs." the second time the United States saw the Taiwan authorities. The "act of Taiwan independence" has greatly developed. It poses a great threat to the interests of the United States and goes beyond the control of the United States. The Bush administration has adjusted its policy towards Taiwan. Driven by national interests, the Bush administration has adjusted its Taiwan policy, but its essence has not changed. His wish is to maintain a situation of no reunification, no independence, no war, no peace between the two sides of the strait. Bush's policy toward Taiwan has had a profound impact on both sides of the strait, and the relations between the two countries have undergone great changes. After Obama took office, the new US administration's Taiwan policy continued that of the later Bush administration, but there were some unstable factors in its Taiwan policy. In order to solve the Taiwan issue better, the Chinese government should do a certain job and do a good job of the three parties of the two countries, so as to better solve the Taiwan issue and make the motherland reunify at an early date.
