【摘要】：90年代初，冷戰(zhàn)的結(jié)束似乎向世人表明世界已經(jīng)進入一個向多極化過渡的和平時期，而1991年爆發(fā)的海灣戰(zhàn)爭使人們意識到中東地區(qū)并不太平。該地區(qū)依舊圍繞著巴以問題存在著各種利益沖突，甚至爆發(fā)了多次區(qū)域戰(zhàn)爭，，從而成為世界各國相互爭奪影響力的熱點地區(qū)，其中日本對中東影響力的爭奪尤為激烈。自80年代成為世界經(jīng)濟強國后，日本不再滿足繼續(xù)當美國的“小伙伴”，其國家戰(zhàn)略的核心觀念也從“經(jīng)濟立國”轉(zhuǎn)變?yōu)椤捌胀▏摇薄９磐駚�，往往�?zhàn)爭才能真正改變一個國家的國際地位，而地緣政治復雜，戰(zhàn)爭頻發(fā)的中東地區(qū)正為日本發(fā)展軍隊，成為“普通大國”提供了機會。第一次石油危機后，日本不再追隨美國在中東的政策，轉(zhuǎn)而公開支持阿拉伯國家，加強與中東有關國家的聯(lián)系，雖然形成了較為獨立的中東政策，但范圍較為局限，且缺乏大的戰(zhàn)略方向。海灣戰(zhàn)爭后，日本的中東政策在其新國家戰(zhàn)略的指導下，政策更加完善，并呈現(xiàn)出與以往不同的特點：首先，在經(jīng)濟方面，日本以能源保障政策為核心，在加強雙邊貿(mào)易多樣性的同時，強調(diào)政治因素對其中東經(jīng)濟政策的影響；其次，在政治方面，日本逐漸意識到國際政治影響力的重要性，加大對中東熱點政治事件的參與力度，樹立大國形象；最后，本文認為日本在中東的安全保障政策最為突出：日本充分利用中東的地緣政治特點，通過參與中東反恐戰(zhàn)爭、亞丁灣護航等國際集體行動將其自衛(wèi)隊“送出國門”，甚至在吉布提建立第一個海外軍事基地。由此，日本“政治大國”的國家戰(zhàn)略在上述中東政策的實施過程中變得更加清晰，中東地區(qū)成為日本實現(xiàn)其國家戰(zhàn)略的突破口。
[Abstract]:In early 90s, the end of the cold war seemed to show the world that the world had entered a peaceful period of transition to multipolarization. And the Gulf War that broke out in 1991 made people realize that the Middle East is not peaceful. There are still various conflicts of interest around the Palestinian-Israeli problem, and even many regional wars. This has become a hot spot in the world for influence, especially Japan's competition for influence in the Middle East. Since 80s, Japan has become a world economic power. Japan is no longer satisfied with continuing to be a "small partner" of the United States, and the core concept of its national strategy has also changed from "economic statehood" to "ordinary country." from ancient to modern times, war has often truly changed a country's international status and complicated geopolitics. The war-prone Middle East region is providing an opportunity for Japan to develop its military and become an "ordinary power." after the first oil crisis, Japan stopped following U.S. policy in the Middle East and publicly supported Arab countries. Strengthening ties with relevant countries in the Middle East has formed a relatively independent Middle East policy, but its scope is relatively limited and it lacks a large strategic direction. After the Gulf War, Japan's Middle East policy was guided by its new national strategy. The policy is more perfect and presents different characteristics from the previous ones: first, on the economic front, Japan, with its energy security policy as the core, emphasizes the influence of political factors on its economic policies in the Middle East while strengthening the diversity of bilateral trade; secondly, On the political front, Japan gradually realized the importance of international political influence, increased its participation in the hot political events in the Middle East, and established the image of a great power. This paper holds that Japan's security policy in the Middle East is the most prominent: Japan makes full use of the geopolitical characteristics of the Middle East and participates in the Middle East war on terror. International collective action such as the Gulf of Aden escort has "sent its self-defence forces out of the country" and even established its first overseas military base in Djibouti. As a result, the national strategy of Japan's "political power" has become clearer in the implementation of the above-mentioned Middle East policy. The Middle East has become a breakthrough point for Japan to achieve its national strategy.
