【摘要】：維基解密事件曾在國(guó)際社會(huì)產(chǎn)生重大轟動(dòng)。維基解密所揭秘的內(nèi)容都是國(guó)際上影響力特別大的事件。國(guó)際社會(huì)上的重大秘密實(shí)質(zhì)上是一種信息。維基解密本質(zhì)上講屬于國(guó)際傳播的范疇。維基解密現(xiàn)象的出現(xiàn)使人們?cè)诤芏喾矫娑籍a(chǎn)生了新的思考。 維基解密首先揭示了新聞自由與國(guó)家安全之間的關(guān)系問題。新聞自由與國(guó)家安全密切相關(guān),他們之間是相互影響和相互制約的關(guān)系。隨著網(wǎng)絡(luò)時(shí)代的發(fā)展,關(guān)系發(fā)生的方式出現(xiàn)了新的發(fā)展,網(wǎng)絡(luò)外交開始成為一國(guó)國(guó)家外交戰(zhàn)略的一部分。轉(zhuǎn)變外交方式,充分利用網(wǎng)絡(luò)成為新時(shí)代下的新的國(guó)家外交戰(zhàn)略。 維基解密其次揭示了信息與民主權(quán)利之間的關(guān)系問題。公民個(gè)體自覺的傳播使得言論自由獲得極大的空間。公民知情權(quán)是監(jiān)督公共權(quán)力的有效手段,是保護(hù)公民自身利益的需要,是消除謠言,穩(wěn)定社會(huì)秩序和社會(huì)發(fā)展的需要。維基解密在某種程度上有助于提高公民的權(quán)利意識(shí),同時(shí)也有助于平衡國(guó)際社會(huì)中的信息不對(duì)稱狀況。 維基解密對(duì)國(guó)際關(guān)系也產(chǎn)生了巨大影響。維基解密產(chǎn)生的影響概括起來講就是相互依賴條件下的國(guó)際行為體的關(guān)系發(fā)生手段的更新對(duì)傳統(tǒng)國(guó)際體度的產(chǎn)生巨大的沖擊作用。這種沖擊包括國(guó)際關(guān)系主體多元化、網(wǎng)絡(luò)時(shí)代的安全成為全球治理的新課題、新的發(fā)生機(jī)制的變化使國(guó)家戰(zhàn)略發(fā)生重大變化。 研究維基解密現(xiàn)象及其發(fā)生機(jī)制對(duì)于我們正確了解國(guó)際社會(huì)動(dòng)態(tài),及時(shí)把握時(shí)代特征,積極維護(hù)國(guó)家利益和公民權(quán)利具有重要意義。
[Abstract]:WikiLeaks has caused a great stir in the international community. The contents of the WikiLeaks revelations are particularly influential events in the world. The major secrets of the international community are essentially a kind of information. WikiLeaks is essentially a kind of information. The emergence of WikiLeaks has led to new thinking in many ways. WikiLeaks first reveals the relationship between freedom of the press and national security.
