【摘要】：戰(zhàn)后國際貿(mào)易體系經(jīng)歷了從關(guān)貿(mào)總協(xié)定到世貿(mào)組織的發(fā)展歷程,貨幣金融體系則經(jīng)歷了從布雷頓森林體系到多邊協(xié)調(diào)體系的發(fā)展歷程。同樣,對外援助體系也經(jīng)歷了從東西方援助競爭到以經(jīng)合組織下屬的開發(fā)援助委員會(DAC)為中心的政府開發(fā)援助(Official Development Assistance,簡稱ODA)體系的形成與發(fā)展歷程。 政府開發(fā)援助在國際援助體系中具有重要的地位,它的特點集中體現(xiàn)在其官方性、優(yōu)惠性和政策性方面。本論文主要從政府開發(fā)援助政策演變的視角梳理日本政府開發(fā)援助的來龍去脈。 本文的第一章總述了日本政府開發(fā)援助的歷史背景和理論基礎(chǔ),其中歷史背景部分主要從國際和日本國內(nèi)兩方面敘述,而理論依據(jù)部分則分別從開發(fā)援助的政策模型、支持援助的經(jīng)濟學(xué)和政策理論依據(jù)等方面展開介紹。第二章按照歷史的時間順序?qū)⑷毡綩DA政策劃分為四個階段,并分別總結(jié)出各個階段不同的政策特點；第三章運用改革前和改革后相對比的方法介紹了日本ODA政策的制定和執(zhí)行；第四章論述了日本ODA政策演變過程中的四個外在表現(xiàn),即數(shù)額、構(gòu)成、援助地域和援助領(lǐng)域的變遷；第五章重點分析了日本ODA政策演變的內(nèi)在影響因素,從援助理念、政治因素和經(jīng)濟因素三方面入手,深入細(xì)致地分析了影響日本ODA政策制定的因素。本文的第六章是在總結(jié)上文的基礎(chǔ)上對日本ODA政策的評價和展望。
[Abstract]:The postwar international trading system experienced the development from GATT to WTO, and the monetary and financial system from Bretton Woods system to multilateral coordination system. The foreign aid system has also experienced the formation and development of the official Development Assistance system from the competition between East and West to the Development Assistance Committee (DAC), which is subordinate to the Organization for Economic Cooperation and Development (OECD). Government development assistance plays an important role in the international aid system and is characterized by its official nature. From the perspective of the evolution of government development aid policy, this paper combs the background of Japanese government development aid. The first chapter of this paper describes the historical background and theoretical basis of Japanese government development assistance, in which the historical background is mainly described from the international and domestic aspects, while the theoretical basis part is based on the policy model of development assistance. The second chapter divides the Japanese ODA policy into four stages according to the historical order and summarizes the different policy characteristics of each stage. The third chapter introduces the formulation and implementation of Japanese ODA policy by means of comparison before and after the reform, and chapter 4th discusses the four external manifestations in the evolution of Japanese ODA policy, namely, the amount, composition, aid region and the changes in aid field. Chapter 5th focuses on the analysis of the internal factors influencing the evolution of Japan's ODA policy, starting with three aspects: aid concept, political factors and economic factors. This paper makes a thorough and detailed analysis of the factors affecting the policy formulation of ODA in Japan. Chapter 6th of this paper is the evaluation and prospect of Japanese ODA policy on the basis of summing up the above.
