【摘要】：近年來(lái),北極地區(qū)的變化以及中國(guó)的發(fā)展使中國(guó)參與北極事務(wù)成為必然,但當(dāng)前中國(guó)缺乏對(duì)參與北極事務(wù)的頂層設(shè)計(jì)和系統(tǒng)的北極戰(zhàn)略。本文使用戰(zhàn)略管理學(xué)中的SWOT分析法,對(duì)中國(guó)參與北極事務(wù)的內(nèi)在優(yōu)勢(shì)、內(nèi)在劣勢(shì)和外部機(jī)會(huì)、外在威脅進(jìn)行分析,以期為醞釀中的中國(guó)北極戰(zhàn)略在戰(zhàn)略匹配和戰(zhàn)略定位方面提供借鑒。中國(guó)參與北極事務(wù)的現(xiàn)狀喜憂參半、利弊并存,中國(guó)宜選擇扭轉(zhuǎn)型和多元型相結(jié)合的戰(zhàn)略,揚(yáng)長(zhǎng)避短,趨利避害,努力完成向增長(zhǎng)型這一理想戰(zhàn)略選擇的過(guò)渡和轉(zhuǎn)變。
[Abstract]:In recent years, the changes in the Arctic region and the development of China make it necessary for China to participate in Arctic affairs. However, at present, China lacks the top-level design and systematic Arctic strategy to participate in Arctic affairs. This paper uses the SWOT analysis method in strategic management to give China's inherent advantages in participating in Arctic affairs. Internal weaknesses, external opportunities and external threats are analyzed in order to provide a reference for China's Arctic strategy in strategic matching and strategic positioning. China's participation in Arctic affairs is mixed, with both advantages and disadvantages. China should choose the strategy of combining the twisting type and the pluralistic type, exploit the advantages and avoid the disadvantages, and make great efforts to complete the transition and transformation to the ideal strategic choice of the growth type.

【正文快照】： 近年來(lái),全球氣候變暖使北極地區(qū)冰雪日益融化,北極地區(qū)可能帶來(lái)的經(jīng)濟(jì)、航運(yùn)、資源等機(jī)會(huì)引起了國(guó)際社會(huì)的關(guān)注。尤其自2007年8月俄羅斯在北冰洋底插旗事件以來(lái),北極周邊國(guó)家紛紛制定或更新其北極戰(zhàn)略,加強(qiáng)在北極地區(qū)的存在,〔1〕使北極地區(qū)可能會(huì)進(jìn)入一個(gè)以管轄權(quán)沖突為特征
