【摘要】：尼克松總統(tǒng)非常重視對(duì)華政策,上任伊始便指示相關(guān)部門研究美國的中國政策(NSSM14報(bào)告),并多次組織跨部門會(huì)議對(duì)NSSM14報(bào)告進(jìn)行討論,最終確定了"接觸加緩和"策略。之所以做出這一策略,中蘇關(guān)系變化與臺(tái)灣問題具有相當(dāng)重要的影響。中蘇關(guān)系變化在中美關(guān)系中發(fā)揮著重要作用,面對(duì)中蘇兩國的分裂和對(duì)抗日益公開化,美國決定抓住這一難得機(jī)會(huì),雖然力求在中蘇之間采取中立態(tài)度,但是略傾斜于中國。在臺(tái)灣問題上,美國不能完全接受中國關(guān)于"美國從臺(tái)灣海峽和臺(tái)灣撤軍以及美國接受臺(tái)灣是中國內(nèi)政"的要求,但是為了推動(dòng)中美關(guān)系的正�；�,美國在臺(tái)灣問題上做出讓步與調(diào)整,極力限制臺(tái)灣的軍事力量以及向中國大陸挑釁。為了緩和中美關(guān)系,美國通過各種渠道表達(dá)改善中美關(guān)系的愿望,主動(dòng)采取緩和中美關(guān)系的措施、放寬經(jīng)濟(jì)和旅行管制。對(duì)于美國的不斷示好,中國給予了積極回應(yīng)。經(jīng)過不斷地試探與磨合,中美之間的"小步舞"終于合上拍。1970年1月20日,第135次中美華沙會(huì)談舉行,掀開了中美關(guān)系解凍的序幕。
[Abstract]:President Nixon attached great importance to China policy. From the beginning of his term of office, he instructed the relevant departments to study the US China policy and the NSSM14 report, and organized several inter-departmental meetings to discuss the NSSM14 report. Finally, the "contact and detente" strategy was determined. The reason for this strategy is that the changes in Sino-Soviet relations and the Taiwan issue have a very important impact. The changes in Sino-Soviet relations play an important role in Sino-US relations. In the face of the growing openness of the split and confrontation between China and the Soviet Union, the United States decided to seize this rare opportunity. Although it sought to adopt a neutral attitude between China and the Soviet Union, it was slightly inclined to China. On the Taiwan issue. The United States cannot fully accept China's demand that "the United States withdraw its troops from the Taiwan Strait and Taiwan, and the United States accept that Taiwan is China's internal affair," but in order to promote the normalization of Sino-US relations. The United States has made concessions and adjustments on the Taiwan issue, vigorously restricted Taiwan's military power and provoked China's mainland. In order to ease Sino-US relations, the United States has expressed its desire to improve Sino-US relations through various channels. China has taken active measures to ease Sino-US relations and relaxed economic and travel controls. China has responded positively to the US constant courtship. The "small step Dance" between China and the United States finally closed. On January 20th 1970, the 135th Sino-American Warsaw talks opened the beginning of the thaw of Sino-US relations.
