【摘要】：南海地區(qū)因經(jīng)濟(jì)戰(zhàn)略?xún)r(jià)值巨大,受到其周邊國(guó)家的重視。東南亞多個(gè)國(guó)家與中國(guó)存在南海海域之爭(zhēng),尤以菲律賓為甚。2010年,阿基諾三世成為菲律賓總統(tǒng),中菲的南海之爭(zhēng)開(kāi)始愈演愈烈。阿基諾三世政府不僅加緊開(kāi)發(fā)南海海域的資源,還不斷侵占屬于中國(guó)的南海島礁。通過(guò)一系列政治立法和穿梭外交活動(dòng),菲律賓不斷在中菲南海爭(zhēng)議海域滋生事端,并試圖在東盟內(nèi)部將南海議題納入討論范圍,甚至拉入美國(guó)、日本等區(qū)域外大國(guó)共同向中國(guó)施加壓力。近些年來(lái),阿基諾三世政府不斷加大海軍軍費(fèi)開(kāi)支,從國(guó)外購(gòu)買(mǎi)先進(jìn)的海軍軍備,加緊開(kāi)展與美國(guó)、日本和東南亞國(guó)家的聯(lián)合軍事演習(xí),目的就是威懾中國(guó)。阿基諾三世在東盟內(nèi)部制造“中國(guó)威脅論”,拉攏其他與中國(guó)有海域爭(zhēng)議的東盟國(guó)家,力圖將《南海行為準(zhǔn)則》放在東盟內(nèi)部制定再以東盟整體力量迫使中國(guó)接受,而在國(guó)際方面更是就南海劃界等問(wèn)題將中國(guó)訴交國(guó)際仲裁法庭。阿基諾三世積極制造南海話題不單單因?yàn)槔�、地理�?zhàn)略因素。眾所周知,2008年的歐洲次貸危機(jī)席卷全球,經(jīng)濟(jì)的不景氣使得菲律賓經(jīng)濟(jì)的支柱產(chǎn)業(yè)海外服務(wù)業(yè)受到很大挫折,而且菲律賓國(guó)內(nèi)政壇混亂、精英家族長(zhǎng)期把持著政治經(jīng)濟(jì)命脈、貧富差距巨大,阿基諾三世不得不將日益積聚的國(guó)內(nèi)矛盾轉(zhuǎn)向南海,以緩解執(zhí)政壓力。另外,區(qū)域外大國(guó)應(yīng)自身政策的調(diào)整介入南海海域以及東盟其他與中國(guó)有南海海域爭(zhēng)端的國(guó)家對(duì)南海的重視,讓阿基諾三世看到了將其他勢(shì)力帶入中菲南海爭(zhēng)端的希望。面對(duì)菲律賓不斷在南海爭(zhēng)議海域挑起爭(zhēng)端,中國(guó)需要做好長(zhǎng)期應(yīng)對(duì)的準(zhǔn)備。
[Abstract]:The South China Sea region is valued by its neighboring countries because of its huge economic strategic value. Many countries in Southeast Asia and China have a dispute over the South China Sea, especially the Philippines. 2010. Aquino III became President of the Philippines, and the dispute between China and the Philippines over the South China Sea began to intensify. Aquino III's government not only stepped up the exploitation of resources in the South China Sea. Through a series of political legislation and shuttle diplomacy, the Philippines continues to breed trouble in the disputed waters of the South China Sea. He tried to bring the South China Sea issue into discussion within ASEAN, and even into the United States, Japan and other regional powers to put pressure on China. In recent years, Aquino III's government has been increasing military spending on the navy. Purchasing advanced naval armaments from abroad and stepping up joint military exercises with the United States, Japan, and Southeast Asian countries is aimed at deterring China. Aquino III creates the "China threat theory" within ASEAN. Other ASEAN countries that have maritime disputes with China are invited to try to put the South China Sea Code of Conduct within ASEAN and then force China to accept it with the overall strength of the Association of Southeast Asian Nations (ASEAN). On the other hand, he appealed China to the International Court of Arbitration on the delimitation of the South China Sea. Aquino III actively created the South China Sea topic not only because of interests, geographical and strategic factors, but also known to all. In 2008, the European subprime mortgage crisis swept the world. The economic depression caused a great setback to the overseas service industry, the mainstay of the Philippine economy, and the domestic political chaos in the Philippines. The elite family has long held the political and economic lifeline, the gap between the rich and the poor is huge, Aquino III has to turn to the South China Sea to increasingly accumulate domestic contradictions to ease the ruling pressure. The outside powers should adjust their own policies to intervene in the South China Sea and other ASEAN countries with the South China Sea disputes attach importance to the South China Sea. Aquino III sees hope of bringing other powers into the dispute over the South China Sea, where China needs to prepare for a long-term response as the Philippines continues to stir up disputes in disputed waters of the South China Sea.
