【摘要】：隨著我國(guó)經(jīng)濟(jì)地不斷發(fā)展,中國(guó)特色社會(huì)主義事業(yè)的總體布局,構(gòu)建社會(huì)主義和諧社會(huì)是發(fā)展的必然趨勢(shì)。中國(guó)共產(chǎn)黨第十六屆四中全會(huì)《決定》指出:“堅(jiān)持最廣泛最充分地調(diào)動(dòng)一切積極因素,不斷提高構(gòu)建社會(huì)主義和諧社會(huì)的能力�！边@是中國(guó)共產(chǎn)黨執(zhí)政理念中一個(gè)舉世矚目的重大創(chuàng)新,也是總結(jié)社區(qū)建設(shè)實(shí)踐經(jīng)驗(yàn),適應(yīng)政府管理體制改革和市場(chǎng)經(jīng)濟(jì)發(fā)展的必然要求。城市社區(qū)建設(shè)是構(gòu)建和諧社會(huì)的突破點(diǎn)和重要途徑。城市是人類(lèi)文明的創(chuàng)造地。城市的發(fā)展離不開(kāi)社區(qū)文化的發(fā)展。社區(qū)文化從根本上影響城市文明的形成和發(fā)展,也是城市文明外觀標(biāo)志和實(shí)質(zhì)內(nèi)涵。 新公共服務(wù)理論為社區(qū)文化建設(shè)提供了重要的理論依據(jù)。新公共服務(wù)理論強(qiáng)調(diào)的是公民的民主化,公民的權(quán)利與責(zé)任,而政府扮演的角色是服務(wù)而不是掌舵。政府實(shí)際上是一個(gè)參與者,不再掌管一切,提供公共利益和公共服務(wù)是政府的主要目的和任務(wù)。公務(wù)員日益重要的角色就是幫助公民表達(dá)并滿(mǎn)足他們共同的利益需求,在對(duì)公民和社區(qū)團(tuán)體之間的利益中進(jìn)行協(xié)商和協(xié)調(diào),進(jìn)而創(chuàng)建共同的價(jià)值觀。所以充分地運(yùn)用新公共服務(wù)理論來(lái)指導(dǎo)城市社區(qū)的文化建設(shè)具有重要的作用。 本文采用理論和實(shí)踐相結(jié)合的方法,以新公共服務(wù)理論為指導(dǎo),首先文章的第一部分對(duì)社區(qū)、城市社區(qū)、社區(qū)文化的概念作了理論上的界定,并且闡述了新公共服務(wù)理論的具體內(nèi)容及在本文中的應(yīng)用;第二部分是表述了錦州市社區(qū)文化建設(shè)的發(fā)展回顧及現(xiàn)狀;第三部分是對(duì)錦州市社區(qū)文化建設(shè)中存在的問(wèn)題及成因進(jìn)行深入分析,剖析了其中存在的問(wèn)題;第四部分是針對(duì)問(wèn)題存在的成因,提出了相應(yīng)的解決方案。
[Abstract]:With the continuous development of our economy, the overall layout of the cause of socialism with Chinese characteristics, the construction of a socialist harmonious society is the inevitable trend of development. The decision of the fourth Plenary session of the 16th Central Committee of the Communist Party of China points out: "adhere to the broadest and most fully mobilize all positive factors and constantly improve the ability to build a harmonious socialist society." This is a major innovation in the ruling concept of the Communist Party of China, and it is also an inevitable requirement for summing up the practical experience of community construction and adapting to the reform of the government management system and the development of the market economy. Urban community construction is a breakthrough point and an important way to build a harmonious society. Cities are the creation of human civilization. The development of city is inseparable from the development of community culture. Community culture fundamentally affects the formation and development of urban civilization, and it is also the symbol and essential connotation of urban civilization. The new public service theory provides an important theoretical basis for the construction of community culture. The new public service theory emphasizes the democratization of citizens, the rights and responsibilities of citizens, and the role of government is to serve rather than take the helm. The government is actually a participant, no longer in charge of everything, providing public interest and public service is the main purpose and task of the government. The increasingly important role of civil servants is to help citizens express and meet their common interests, to consult and coordinate the interests of citizens and community groups, and to create common values. Therefore, the full use of the new public service theory to guide the cultural construction of urban communities has an important role. The first part of this paper defines the concepts of community, urban community and community culture. And elaborated the concrete content of the new public service theory and its application in this article; the second part is the description of Jinzhou community culture construction development review and the present situation; The third part is to deeply analyze the problems and causes of the community culture construction in Jinzhou City, and analyze the existing problems; the fourth part is to put forward the corresponding solutions to the causes of the problems.
