【摘要】：評估是一項貫穿于社會服務(wù)全過程的活動,有效的評估是引導(dǎo)行業(yè)和機(jī)構(gòu)發(fā)展的重要手法。隨著管理主義和“社會交代”潮流的興起,社會工作評估成為社會工作服務(wù)中必不可少的一項工作。本研究主要通過對L市“隨遷老人社區(qū)融入社會工作項目”執(zhí)行情況、項目效果和項目內(nèi)部評估的完整跟蹤觀察,發(fā)現(xiàn)本次項目的內(nèi)部評估并不完善,存在著諸多問題,并不能真實、全面地監(jiān)測項目的運行情況�；谶@種情況,筆者引入了第三方評估,目的在于站在第三方的角度去評估項目的運行情況,通過與內(nèi)評估的過程和結(jié)果進(jìn)行對比分析,探討兩種社會工作項目評估方法的優(yōu)劣,最終去反思我國現(xiàn)行通用的社會工作項目評估方法的有效性。筆者在參與觀察的基礎(chǔ)上,采用綜合評估方法和對比分析方法,發(fā)現(xiàn)在對項目進(jìn)行評估的時候,內(nèi)評估單純使用已有的服務(wù)資料和督導(dǎo)會議陳述作為評估依據(jù),缺乏客觀性,有失公允,而第三方也僅將服務(wù)內(nèi)容和相關(guān)資料的作為評估依據(jù),缺乏對服務(wù)各階段的綜合性的把握。這說明社會工作的兩種評估方法均有一定的局限性。因此,只有將他們結(jié)合起來,才能更全面的把握項目,促進(jìn)評估工作的有效性和完整性。
[Abstract]:Evaluation is an activity running through the whole process of social service, and effective evaluation is an important method to guide the development of industry and institutions. With the rise of managementism and the trend of "social accountability", social work evaluation has become an indispensable work in social work service. This study mainly through the "with the elderly community into the social work project" implementation situation, the project effect and the project internal evaluation complete follow-up observation, found this project internal evaluation is not perfect, there are many problems, It is not true and comprehensive to monitor the operation of the project. Based on this situation, the author introduces the third-party evaluation, the purpose of which is to evaluate the operation of the project from the perspective of the third party, and to compare and analyze with the process and results of the internal evaluation. This paper discusses the merits and demerits of the two social work project evaluation methods, and finally reflects on the effectiveness of the current social work project evaluation methods in our country. On the basis of taking part in the observation, the author adopts the comprehensive evaluation method and the comparative analysis method, and finds that in the evaluation of the project, the internal evaluation simply uses the existing service information and the statement of the supervisory meeting as the evaluation basis, and lacks the objectivity. It is unfair, but the third party only takes the service content and the related information as the evaluation basis, lacks the comprehensive grasp to the service each stage. This shows that the two methods of social work evaluation have some limitations. Therefore, only by combining them can we grasp the project more comprehensively and promote the effectiveness and integrity of the evaluation.
