【摘要】：目前理論界普遍認(rèn)可的關(guān)于困境兒童這一名詞的定義是指那些短暫或永久脫離正常家庭的兒童群體,或者生理上或是精神上遭遇過重大問題的兒童,主要包括流浪兒童、孤兒、艾滋病兒童、殘疾兒童、事實(shí)無人撫養(yǎng)兒童等群體。其中,事實(shí)無人撫養(yǎng)兒童又稱事實(shí)孤兒,包含有父母一方死亡、另一方失蹤或棄養(yǎng)的兒童,父母雙方均在服刑或均在戒毒期間的兒童或一方服刑而另一方棄養(yǎng)的兒童,父母雙方均重度殘疾或者父母雙方均患重病的兒童、貧困家庭患重病和罕見病兒童等四個(gè)子類。當(dāng)前,我國針對(duì)孤兒社會(huì)支持體系的研究已經(jīng)在理論上得到了高度重視,但是與其相類似的,另一類群體事實(shí)無人撫養(yǎng)兒童卻被遺漏在研究視域范圍之外,因而對(duì)事實(shí)無人撫養(yǎng)兒童的社會(huì)支持問題進(jìn)行考量具有重要的理論意義。在對(duì)C市事實(shí)無人撫養(yǎng)兒童進(jìn)行的相關(guān)調(diào)研中,事實(shí)無人撫養(yǎng)兒童的社會(huì)支持系統(tǒng)仍然非常脆弱:目前親屬和家族仍然承擔(dān)著事實(shí)無人撫養(yǎng)兒童照顧的最主要責(zé)任,鄰里和親戚的社會(huì)支持是事實(shí)無人撫養(yǎng)兒童社會(huì)支持網(wǎng)絡(luò)的最重要輔助方式之一,而政府和集體組織的社會(huì)支持無論是在制度運(yùn)行還是在資助力度上都出現(xiàn)了顯著的不足�；诖�,應(yīng)當(dāng)將事實(shí)無人撫養(yǎng)兒童納入到“普惠型”社會(huì)政策的體系之內(nèi),通過合理劃定社會(huì)支持主體的責(zé)任來健全事實(shí)無人撫養(yǎng)兒童的社會(huì)支持體系。筆者根據(jù)自己的實(shí)際走訪調(diào)查,對(duì)事實(shí)無人撫養(yǎng)兒童成長(zhǎng)中困境的社工介入的實(shí)際操作,總結(jié)經(jīng)驗(yàn)進(jìn)行整理后,做了一些專業(yè)的分享,希望對(duì)社工介入事實(shí)無人撫養(yǎng)兒童成長(zhǎng)方面的案例有所借鑒意義。
[Abstract]:At present, the definition of "children in distress", which is generally accepted by the theorists, refers to those children who are temporarily or permanently separated from their normal families, or who have encountered major problems, whether physically or spiritually. It mainly includes street children, orphans, AIDS children, disabled children, fact unsupported children and other groups. Among them, the fact of unsupported children is also known as the fact of orphans, including the death of one of the parents. A child whose parents are either serving or both in detoxification or who are abandoned by the other while the other is missing or abandoned, and who is severely disabled by both parents or seriously ill by both parents. At present, the study of social support system for orphans in China has been highly valued in theory, but similar to it. Another group, the fact that unaccompanied children are left out of the scope of the study. Therefore, it is of great theoretical significance to consider the social support of the fact unsupported children. The social support system for de facto unaccompanied children remains fragile: relatives and families still bear the primary responsibility for the care of de facto unaccompanied children. Social support from neighbours and relatives is one of the most important forms of social support for de facto unaccompanied children. And the social support of the government and collective organizations is not only in the operation of the system but also in the intensity of funding. Based on this. De facto unaccompanied children should be included in the system of "inclusive" social policies. Through the reasonable delineation of the responsibility of social support subjects to improve the fact of the social support system of unsupported children. The actual operation of the social workers who have difficulties in the growing up of unsupported children is analyzed. After summing up the experience, the author makes some professional sharing. Hope that social workers involved in the fact of unraised children in the case of the development of reference.
