【摘要】：隨著國家住房制度改革的推進(jìn),我國現(xiàn)役軍官的住房保障制度越來越不適應(yīng)形勢的發(fā)展變化,造成了現(xiàn)有保障過程中出現(xiàn)的諸多問題。雖然在過去幾十年中也出臺了一些改革措施,但還遠(yuǎn)不能達(dá)到解決保障問題的目的。本文擬引入社會保障等理論,結(jié)合外國軍隊(duì)住房保障的經(jīng)驗(yàn)和啟示,深度剖析現(xiàn)有軍官住房保障的問題,構(gòu)建一套對現(xiàn)役軍官住房保障改革具有可行性的制度架構(gòu),以期對我國軍隊(duì)住房保障制度改革提供一些參考性建議。文章第一部分以我國現(xiàn)役軍官住房保障現(xiàn)狀開端。首先,對本文的選題背景和研究方法作了介紹。其次,對國內(nèi)外研究的現(xiàn)狀做了分析比較,很多論文或文章只是簡單介紹情況或者針對某一特定問題進(jìn)行研究,缺乏對制度整體進(jìn)行深入的研究,也缺少理論性的分析和建設(shè)。最后,介紹本文研究的相關(guān)理論和現(xiàn)役軍官住房保障的特殊性。文章第二部分對現(xiàn)役軍官住房保障存在的問題和產(chǎn)生的原因進(jìn)行了分析。首先,分三個(gè)階段介紹了建國以來現(xiàn)役軍官住房保障的發(fā)展歷程。其次,梳理了現(xiàn)階段住房保障的突出問題。最后,對問題產(chǎn)生的原因進(jìn)行了探討,從現(xiàn)實(shí)困難、住房資源、制度建設(shè)各個(gè)方面深入剖析并分析了各個(gè)問題之間的聯(lián)系。對問題的深入分析也為制度的改革建設(shè)奠定了基礎(chǔ)。文章第三部分介紹了外國軍隊(duì)住房保障制度的經(jīng)驗(yàn)和對我軍的啟示,不單純分析制度本身,還要看背后的經(jīng)濟(jì)、文化等住房保障的基礎(chǔ)。在第一層面,介紹美、俄等幾個(gè)代表性國家的軍隊(duì)住房保障制度。在第二層面,分類總結(jié)各個(gè)國家軍隊(duì)住房保障中可以借鑒的方面或者形式,說明住房社會化保障是未來保障的趨勢,同時(shí)各項(xiàng)法規(guī)政策的制定也離不開國家的支持。文章第四部分設(shè)計(jì)了一套現(xiàn)役軍官住房保障制度改革的構(gòu)想。首先,建立改革的原則、目標(biāo)和基本思路。其次,在具體的制度操作上對現(xiàn)有制度進(jìn)行完善并提出改進(jìn)目標(biāo),對于我國這樣一個(gè)經(jīng)濟(jì)發(fā)展不平衡的大國,唯有住房社會化保障、貨幣化分配才是未來最終的發(fā)展方向,但現(xiàn)階段必須做好政策銜接、制度完善,然后逐步推進(jìn)。
[Abstract]:With the development of the reform of the national housing system, the housing security system of the officers in active service in our country is more and more unsuitable for the development of the situation, which has caused many problems in the current security process. Although some reforms have been introduced in the past few decades, they are far from being able to solve the security problem. This paper intends to introduce the theory of social security, combined with the experience and inspiration of the housing security of foreign troops, to deeply analyze the problems of the existing officers' housing security, and to build a feasible institutional framework for the reform of the housing security for officers in active service. With a view to our army housing security system reform to provide some reference suggestions. The first part of the article begins with the current situation of housing security for active officers in our country. Firstly, the background and research methods of this paper are introduced. Secondly, the current situation of domestic and foreign research has been analyzed and compared. Many papers or articles only simply introduce the situation or study a specific problem, lack of in-depth research on the system as a whole, and lack of theoretical analysis and construction. Finally, this paper introduces the relevant theory and the particularity of active-duty officers' housing security. The second part of the article analyzes the existing problems and causes of housing security for officers in active service. First of all, it introduces the development of housing security for active officers in three stages since the founding of the people's Republic of China. Secondly, combing the outstanding problems of housing security at this stage. Finally, the causes of the problem are discussed, and the relationship between the problems is analyzed and analyzed from the aspects of practical difficulties, housing resources and system construction. The in-depth analysis of the problem also laid the foundation for the reform and construction of the system. The third part of the article introduces the experience of the housing security system of foreign troops and its inspiration to our army. It not only analyzes the system itself, but also looks at the economic and cultural basis of housing security. In the first level, the introduction of the United States, Russia and other representative countries of the military housing security system. At the second level, the author classifies and summarizes the aspects or forms that can be used for reference in the military housing security of various countries, which shows that the socialization of housing security is the trend of future security, and the formulation of various laws and policies can not be separated from the support of the state. The fourth part of the article designed a set of active-duty officers housing security system reform concept. First of all, establish the reform principles, objectives and basic ideas. Secondly, improve the existing system in the specific system operation and put forward the improvement target. For such a large country with unbalanced economic development, only socialized housing security and monetized distribution are the final development direction in the future. However, at this stage, we must do a good job of policy convergence, system improvement, and then gradually promote.
