農(nóng)民工就地轉移與異地轉移動因的差異性分析

【摘要】:人口流動是人類社會所發(fā)生的正常活動,而農(nóng)村勞動力轉移則是我國近幾十年來尤為重要的農(nóng)民問題。劉易斯是最早研究發(fā)展中國家勞動力轉移問題的國外學者,并提出了二元經(jīng)濟結構理論,隨后的托達羅模型則是在前人研究基礎上提出了預期城市收入和就業(yè)率是勞動力轉移的原因,自此之后,很多學者開始對勞動力轉移的動因進行研究和探討。經(jīng)濟學上來講,我們都是理性人,各自都是在尋求使得自身利益最大化的目標,但對于農(nóng)民工來說,他們處于有限理性人,農(nóng)村勞動力轉移到城市不僅僅是因為城鄉(xiāng)收入差距過大,而是更多地表現(xiàn)在對公共服務、知識技能、社會保障、社會網(wǎng)絡等綜合因素考慮。農(nóng)民工的轉移模式又因為自身條件的約束和客觀環(huán)境的不同出現(xiàn)了就地轉移與異地轉移。而研究這兩種模式動因的差異對于促進農(nóng)民工合理有效地流動,統(tǒng)籌城鄉(xiāng)一體化發(fā)展具有重要現(xiàn)實意義。影響勞動力轉移的因素是多方面的,包括社會因素、政治因素、經(jīng)濟因素等,本文則是從微觀方面考慮并且通過調(diào)查問卷的形式得出微觀數(shù)據(jù)進行實證分析,得出目前階段我國就地轉移與異地轉移動因的差異并提出相關政策建議。本文第一章主要是回顧了國內(nèi)外眾多學者在研究勞動力轉移問題的發(fā)展脈絡以及最新進展;第二章總結了我國勞動力轉移的發(fā)展歷程以及目前農(nóng)民工轉移問題的現(xiàn)狀,并引出就地轉移與異地轉移這兩種模式對城市和農(nóng)村的發(fā)展比較;第三章重點用規(guī)范分析法具體分析了就地轉移與異地轉移的影響因素以及比較;第四章則是根據(jù)上一章影響因素的分析,選取十個相對具有代表性的變量,通過實證分析法運用Probit模型分析兩種轉移模式的動因并進行驗證,得出結論;第五章則是在前面幾章的基礎上分析適合我國目前勞動力轉移的政策建議。本文的研究結果表明,子女教育問題、技術培訓和社會網(wǎng)絡這三個變量成為影響農(nóng)民工轉移的重要因素,其中子女教育問題使得大部分農(nóng)民工更趨向選擇就地轉移,而技術培訓以及龐大的社會網(wǎng)絡成為了農(nóng)民工選擇異地轉移考慮的重要因素。所以本文提出了通過加快農(nóng)村公共教育服務改革、發(fā)展縣域經(jīng)濟、加強對農(nóng)民工培訓以及解決住房問題促進農(nóng)民工真正市民化,實現(xiàn)我國城鄉(xiāng)統(tǒng)籌發(fā)展。
[Abstract]:Population mobility is a normal activity in human society, and the transfer of rural labor force is a particularly important peasant problem in China in recent decades. Lewis was the first foreign scholar to study the problem of labor force transfer in developing countries, and put forward the theory of dual economic structure. Then the Todaro model puts forward that the expected urban income and employment rate are the reasons of labor force transfer. Since then, many scholars have begun to study and discuss the motivation of labor force transfer. Economically speaking, we are all rational people, each seeking to maximize their own interests, but for migrant workers, they are in a limited rational people, The transfer of rural labor to cities is not only due to the excessive income gap between urban and rural areas, but also reflected in the consideration of public services, knowledge and skills, social security, social networks and other comprehensive factors. The transfer mode of migrant workers appears in place and in different places because of the restriction of their own conditions and the difference of objective environment. The study of the difference between the two models is of practical significance to promote the rational and effective flow of migrant workers and to coordinate the development of urban and rural integration. There are many factors influencing labor force transfer, including social factors, political factors, economic factors, etc. At present, the differences between the drivers of local transfer and foreign transfer in China are obtained, and the relevant policy suggestions are put forward. The first chapter of this paper mainly reviews the development and latest progress of many scholars at home and abroad in the study of labor force transfer, the second chapter summarizes the development of labor force transfer in China and the current situation of migrant workers transfer. The third chapter focuses on the analysis of the influence factors and comparison between the local transfer and the different place transfer with the normative analysis method, and draws out the comparison between the two modes of the local transfer and the different place transfer. The fourth chapter is based on the analysis of the impact factors in the previous chapter, select ten relatively representative variables, through the empirical analysis of probit model to analyze the motivation of the two transfer models and verify, draw a conclusion; The fifth chapter is based on the previous chapters of the analysis of China's current labor force transfer policy recommendations. The research results show that the three variables of children's education, technical training and social network are the important factors that affect the transfer of migrant workers, and the problem of children's education makes most migrant workers tend to choose local transfer. Technical training and huge social network have become an important factor for migrant workers to choose different places to consider. So this paper proposes to accelerate the reform of rural public education service, to develop county economy, to strengthen the training of migrant workers and to solve the housing problem to promote the real citizenship of migrant workers, and to realize the overall development of urban and rural areas in China.
