【摘要】：在理論分析的基礎(chǔ)上,對河南省4市宅基地流轉(zhuǎn)農(nóng)戶進行實證研究,分析宅基地流轉(zhuǎn)前后農(nóng)戶福利變化情況及農(nóng)戶之間福利差異,并運用分位數(shù)回歸模型實證檢驗引起農(nóng)戶福利變化差異的影響因素。研究結(jié)果表明,宅基地流轉(zhuǎn)后農(nóng)戶福利水平下降,且農(nóng)戶間福利差距加大。受教育水平、非農(nóng)就業(yè)、參加社保、宅基地使用權(quán)證書、參與流轉(zhuǎn)意愿以及整體滿意度對農(nóng)戶福利變化具有顯著的正向影響。分階段分析發(fā)現(xiàn),受教育水平對農(nóng)戶福利變化的影響在高分位點上不如低分位點上更為有力,非農(nóng)就業(yè)對農(nóng)戶福利變化的影響整體呈現(xiàn)上升趨勢,農(nóng)村社保、宅基地使用權(quán)證書分位數(shù)回歸系數(shù)值變化趨勢分別是先減少后增加,先增加后減少,參與流轉(zhuǎn)意愿對中低分位數(shù)上農(nóng)戶福利變化影響的邊際效應(yīng)較大。因此,在加快宅基地確權(quán)登記發(fā)證、加大農(nóng)村社會保障支持力度和教育投入、實施非農(nóng)就業(yè)指導(dǎo)培訓(xùn)、尊重農(nóng)戶流轉(zhuǎn)意愿和提升農(nóng)戶對宅基地流轉(zhuǎn)的整體滿意度的基礎(chǔ)上,對流轉(zhuǎn)后福利變差的農(nóng)戶應(yīng)給予更多的關(guān)注,增加其職業(yè)技能培訓(xùn)和受教育的機會,這對增加農(nóng)戶福利水平,縮減農(nóng)戶間福利差距具有重要意義。
[Abstract]:On the basis of theoretical analysis, this paper makes an empirical study on the rural households of homestead circulation in four cities of Henan Province, and analyzes the changes of farmers' welfare before and after the transfer of homestead and the welfare differences between them. And the quantile regression model is used to test the factors that influence the change of farmers' welfare. The results show that the welfare level of farmers decreases and the gap between farmers increases after the homestead transfer. Education level, non-agricultural employment, participation in social security, homestead use right certificate, willingness to participate in the circulation and overall satisfaction have significant positive effects on the change of farmers' welfare. The results of phased analysis show that the influence of education level on farmers' welfare is less powerful than that on low scores, and that the influence of non-agricultural employment on farmers' welfare is on the whole rising, and social security in rural areas. The change trend of the regression coefficient of homestead use right certificate quantiles is first decreasing and then increasing and then decreasing. The marginal effect of the willingness to participate in circulation on the change of farmers' welfare is greater than that of low and middle quartile. Therefore, on the basis of speeding up the registration and issuance of the right to confirm the homestead, increasing the support of rural social security and educational investment, implementing non-agricultural employment guidance and training, respecting the willingness of the farmers to transfer and promoting the overall satisfaction of the farmers on the transfer of the homestead. More attention should be paid to farmers whose welfare becomes worse after circulation, so as to increase their vocational skills training and access to education, which is of great significance to increase the welfare level of farmers and reduce the welfare gap among farmers.
