【摘要】：1978年改革開放到2014年,城鎮(zhèn)化水平在我國不斷提高,但到2014年底,中國城鎮(zhèn)化水平為54.77%,與世界平均水平還有一定的差距。伴隨我國經(jīng)濟的不斷發(fā)展,僅僅依賴投資、出口增長的狀況將難以維持,而大力發(fā)展城鎮(zhèn)化以擴大內(nèi)需成為經(jīng)濟發(fā)展的必然選擇。安徽省是農(nóng)業(yè)和人口較多的省份,對于城鎮(zhèn)化的發(fā)展一直較為重視,開展安徽省城鎮(zhèn)化進程的研究分析對于我國其他地區(qū)的城鎮(zhèn)化發(fā)展具有重要的示范意義。能夠?qū)Τ擎?zhèn)化發(fā)展產(chǎn)生影響的因素很多,金融的影響是非常重要的要素。城鎮(zhèn)化發(fā)展過程中金融市場發(fā)揮重要作用,同時城鎮(zhèn)化的快速發(fā)展也會促進金融市場的發(fā)展,金融市場解決城鎮(zhèn)化發(fā)展過程中的資金短缺問題。所以不論從理論上還是從實際的現(xiàn)實需求角度,研究金融支持安徽省城鎮(zhèn)化建設(shè)都是必要的。本文從理論上研究金融助推城鎮(zhèn)化發(fā)展的內(nèi)在機理,城鎮(zhèn)化不只是農(nóng)村人口向城鎮(zhèn)轉(zhuǎn)移,成為城市人口,而且還應(yīng)該包括基礎(chǔ)設(shè)施建設(shè),收入水平提高,生態(tài)環(huán)境有所改善,讓非城鎮(zhèn)人口享受到城市應(yīng)有的社會保障、醫(yī)療服務(wù)、教育等。所以本文為了全面展開城鎮(zhèn)化的研究主要包括：人口、產(chǎn)業(yè)和社會三個維度的城鎮(zhèn)化。其中,產(chǎn)業(yè)城鎮(zhèn)化從產(chǎn)業(yè)發(fā)展和結(jié)構(gòu)角度考量城鎮(zhèn)化發(fā)展,核心是人口城鎮(zhèn)化,城鎮(zhèn)基礎(chǔ)設(shè)施建設(shè)、生態(tài)壞境以及居民生活水平的改善統(tǒng)一體現(xiàn)為綜合城鎮(zhèn)化。產(chǎn)業(yè)城鎮(zhèn)化要求：為大量農(nóng)村剩余勞動力提供就業(yè)機會、保證能有較為穩(wěn)定的收入來源。人口城鎮(zhèn)化要求：人們愿意進入城鎮(zhèn),降低非城鎮(zhèn)人口對土地的依賴和人們本身綜合能力的提高。綜合城鎮(zhèn)化要求：城鎮(zhèn)基礎(chǔ)設(shè)施配套齊備、生態(tài)環(huán)境持續(xù)改善,生活的品質(zhì)有所保障。金融機構(gòu)能夠吸收社會資本、使資本能夠有效流通和利用,進一步提高農(nóng)業(yè)勞動生產(chǎn)率,有效提高人地分離程度和人口就業(yè)水平；中小企業(yè)的運轉(zhuǎn)離不開金融機構(gòu)；金融助推城鎮(zhèn)基礎(chǔ)設(shè)施建設(shè),優(yōu)化生態(tài)環(huán)境,使居民幸福指數(shù)提高,讓城鎮(zhèn)更具吸引力。本文對安徽省城鎮(zhèn)化和金融支持現(xiàn)狀進行的詳細分析,旨在為實證分析提供很好的基礎(chǔ)。創(chuàng)建金融支持度和城鎮(zhèn)化水平衡量指標體系。用因子和回歸分析展開實證分析得出的結(jié)論是：金融支持度和城鎮(zhèn)化發(fā)展能夠相互促進。另一方面,提出金融支持安徽省城鎮(zhèn)化發(fā)展存在的問題,針對安徽省實際情況,提出相應(yīng)的政策建議：包括金融機構(gòu)層面和政府部門層面。政府部門：引導金融支持,完善相應(yīng)政策；重視信用體系建設(shè),為金融發(fā)展提供良好環(huán)境；改善信貸供給體系,減少資金外流。金融機構(gòu)方面：完善政策性金融支持制度,促進城鎮(zhèn)化發(fā)展；提高金融服務(wù)水平,利用城鎮(zhèn)化發(fā)展機遇促進自身發(fā)展；成立金融支持城鎮(zhèn)化協(xié)調(diào)小組,統(tǒng)一各方力量支持城鎮(zhèn)化；向經(jīng)濟發(fā)展落后地區(qū)及中小企業(yè)發(fā)展提供更多支持；各金融機構(gòu)可以發(fā)揮各自優(yōu)勢,為城鎮(zhèn)化發(fā)展服務(wù)；提高風險管理能力,防范系統(tǒng)性風險。
[Abstract]:Since the 1978 reform and opening up to 2014, the level of urbanization has been continuously improved in China, but by the end of 2014, the level of urbanization in China is 54.77%, and there is still a certain gap between the average level of the world. With the continuous development of our economy, the situation of export growth will be difficult to maintain by relying solely on investment, and the development of urbanization to expand domestic demand will become a economy. The inevitable choice of development. Anhui province is a province with more agriculture and population. It has always attached great importance to the development of urbanization. The research and analysis of the urbanization process in Anhui province has an important demonstration significance for the development of urbanization in other areas of our country. There are many factors that can affect the development of urbanization in China, and the influence of finance is very important. The important factor is that the financial market plays an important role in the process of urbanization, and the rapid development of urbanization will also promote the development of the financial market, and the financial market can solve the shortage of funds in the process of urbanization. Therefore, financial support for the urban construction of Anhui province is studied in terms of theory or practical needs. It is necessary. This paper theoretically studies the internal mechanism of the development of the urbanization of finance, which is not only the transfer of the rural population to the cities and towns, the urban population, but also the construction of the infrastructure, the improvement of the income level and the improvement of the ecological environment, so that the non urban population can enjoy the social security of the city and the medical suit. Therefore, the study of urbanization in this article mainly includes the urbanization of three dimensions: population, industry and society. Among them, the industrialization of urbanization from the angle of industrial development and structure is to examine the development of urbanization, the core is the urbanization of the population, the establishment of urban infrastructure, the ecological environment and the improvement of the living standard of the residents. The requirement of the urbanization is to provide employment opportunities for a large number of rural surplus labor and ensure a more stable source of income. Population urbanization requires that people are willing to enter towns, reduce the dependence of non urban population on land and improve the comprehensive energy of people themselves. The facilities are fully equipped, the ecological environment continues to improve, the quality of life is guaranteed. The financial institutions can absorb social capital, make the capital effective circulation and use, further improve the agricultural labor productivity, improve the degree of human separation and the level of population employment; the operation of small and medium-sized enterprises can not be separated from the financial institutions; the financial booster city is inseparable from the operation. The town infrastructure construction and the optimization of the ecological environment make the residents' happiness index more attractive and make the town more attractive. This paper makes a detailed analysis of the current situation of urbanization and financial support in Anhui Province, aiming at providing a good foundation for the empirical analysis. The conclusion is that financial support and the development of urbanization can promote each other. On the other hand, it puts forward the problems of financial support for the development of urbanization in Anhui province. In view of the actual situation in Anhui Province, the corresponding policy suggestions are put forward, including the financial institution level and the government department level. The government departments should guide financial support and improve the financial support. Corresponding policies, pay attention to the construction of credit system, provide a good environment for financial development, improve the credit supply system and reduce the outflow of funds. Financial institutions should improve the policy based financial support system, promote the development of urbanization, improve the level of financial services, use the opportunities of urbanization to promote their own development, and establish financial support for urbanization. The coordination group will unite the forces to support the urbanization; provide more support to the backward areas and the development of small and medium enterprises; the financial institutions can give full play to their respective advantages, serve the development of urbanization, improve the risk management ability and prevent systemic risk.
