【摘要】：農(nóng)村社會(huì)保障體系是整個(gè)社會(huì)保障體系的重要組成部分,但是長(zhǎng)期以來一直處于全國(guó)社會(huì)保障體系的邊緣。隨著農(nóng)村改革的深入和經(jīng)濟(jì)的發(fā)展,特別是農(nóng)村家庭結(jié)構(gòu)小型化、人口老齡化的趨勢(shì)日益明顯,建立和完善農(nóng)村社會(huì)保障體系勢(shì)已經(jīng)迫在眉睫,因此認(rèn)真研究好農(nóng)村社會(huì)保障體系意義重大。 本文主要通過理論與實(shí)踐相結(jié)合的方法,運(yùn)用實(shí)證研究法、比較研究法、文獻(xiàn)索引法、綜合系統(tǒng)分析法等,以山東省泰安高新區(qū)為例研究農(nóng)民社會(huì)保障問題。主要由引言,農(nóng)村社會(huì)保障體系建設(shè)相關(guān)理論分析,國(guó)內(nèi)外社會(huì)保障理論體系建設(shè)的實(shí)踐與啟示,泰安高新區(qū)農(nóng)村社會(huì)保障的現(xiàn)狀及存在的問題建立健全泰安高新區(qū)農(nóng)村社會(huì)保障體系的對(duì)策,結(jié)論與啟示六大部分組成。 本文的主要結(jié)論是: ⑴通過對(duì)歐盟、日本等幾個(gè)國(guó)家農(nóng)村社會(huì)保障體系建設(shè)情況的分析,給我們的啟示是要以漸進(jìn)方式使社會(huì)保險(xiǎn)制度覆蓋全社會(huì),農(nóng)村社會(huì)保障體系要體現(xiàn)社會(huì)保障應(yīng)有的社會(huì)性和福利性,搞好政府的職能定位,建立健全的管理機(jī)構(gòu)和完善的法律體系;通過對(duì)等典型地區(qū)的農(nóng)村社會(huì)保障體系建設(shè)狀況的分析,帶給我們的啟示是,農(nóng)村社會(huì)保障體系建設(shè)要盡量做到城鄉(xiāng)社會(huì)保障體系的銜接,社會(huì)保障基金籌資要多元化,特別是政府要承擔(dān)更多的責(zé)任。 ⑵泰安高新區(qū)農(nóng)村社會(huì)保障體系已經(jīng)基本上建立起來了,對(duì)保障農(nóng)民的基本權(quán)益和維護(hù)社會(huì)穩(wěn)定起到了一定作用,但是仍然存在體系不健全、制度不完善,基金籌措機(jī)制不健全、分擔(dān)機(jī)構(gòu)需要優(yōu)化,管理資源缺乏、管理能力不足等問題。 ⑶泰安高新區(qū)農(nóng)村社會(huì)保障體系的建設(shè)要具有完整性、協(xié)調(diào)性和層次性。要按照公平的原則、與經(jīng)濟(jì)社會(huì)發(fā)展相適應(yīng)的原則、普遍性和選擇性相結(jié)合的原則、現(xiàn)收現(xiàn)付和儲(chǔ)蓄積累相結(jié)合原則、堅(jiān)持法治原則、堅(jiān)持城鄉(xiāng)銜接的原則。 ⑷泰安高新區(qū)農(nóng)村社會(huì)保障制度的建設(shè)要以政府責(zé)任為核心,加快建設(shè)農(nóng)村低保制度、農(nóng)村養(yǎng)老保險(xiǎn)制度、農(nóng)村新型合作醫(yī)療制度等為主的農(nóng)村社會(huì)保障制度建設(shè),并采取相應(yīng)的配套措施,使農(nóng)村社會(huì)保障制度順利運(yùn)行。
[Abstract]:The rural social security system is an important part of the whole social security system, but it has been on the edge of the national social security system for a long time. With the deepening of rural reform and the development of economy, especially the miniaturization of rural family structure, the trend of aging population is becoming more and more obvious. It is urgent to establish and perfect the rural social security system. Therefore, it is of great significance to study the rural social security system seriously. This paper mainly through the combination of theory and practice, using empirical research method, comparative research method, literature index method, comprehensive system analysis method, taking Taian high-tech zone of Shandong Province as an example to study the social security problems of farmers. Mainly from the introduction, the rural social security system construction related theory analysis, the domestic and foreign social security theory system construction practice and the enlightenment, The present situation and existing problems of rural social security in Taian Hi-tech Development Zone the countermeasures of establishing and perfecting the rural social security system of Taian High-Tech Zone are composed of six parts: conclusion and enlightenment. The main conclusions of this paper are as follows: (1) through the analysis of the construction of rural social security systems in several countries, such as the European Union and Japan, the enlightenment to us is to gradually cover the whole society through the social insurance system. The rural social security system should embody the social and welfare nature of the social security, do a good job in the function orientation of the government, establish a sound management organization and perfect legal system; Through the analysis of the construction situation of rural social security system in typical areas, the enlightenment is that the construction of rural social security system should be as close as possible to the urban and rural social security system, and the financing of social security funds should be diversified. In particular, the government should assume more responsibility. (2) the rural social security system of Taian High-tech Zone has been basically established, which has played a certain role in safeguarding the basic rights and interests of farmers and maintaining social stability, but there is still a imperfect system and imperfect system. The fund raising mechanism is not perfect, the sharing organization needs optimization, the management resources are lacking, the management ability is insufficient and so on. The construction of rural social security system in Taian Hi-tech Zone should be integrality, coordination and level. We should adhere to the principle of fairness, the principle of adapting to economic and social development, the principle of combining universality and selectivity, the principle of combining pay-as-you-go and the accumulation of savings, the principle of rule by law, and the principle of urban-rural convergence. (4) the construction of rural social security system in Taian Hi-Tech Zone should take government responsibility as the core, accelerate the construction of rural minimum security system, rural old-age insurance system, rural new cooperative medical system and so on. And take corresponding supporting measures to make the rural social security system run smoothly.
