【摘要】：貧困群體問(wèn)題是指在社會(huì)發(fā)展和運(yùn)行過(guò)程中,出現(xiàn)了一定規(guī)模的在經(jīng)濟(jì)地位上處于貧困的群體,這些貧困群體的出現(xiàn)在一定程度上導(dǎo)致社會(huì)結(jié)構(gòu)和社會(huì)環(huán)境失去平衡,從而影響著社會(huì)的穩(wěn)定和發(fā)展,需要?jiǎng)訂T社會(huì)力量和政府力量進(jìn)行干預(yù)和治理的一種社會(huì)現(xiàn)象。貧困群體問(wèn)題存在于任何社會(huì)模式和社會(huì)發(fā)展的每一個(gè)階段之中,其規(guī)模和程度根據(jù)每一種社會(huì)特點(diǎn)有所不同,其成因、特征、表現(xiàn)也有所不同,因此解決的途徑、方式和最終的效果也會(huì)不同。隨著樟樹(shù)市經(jīng)濟(jì)的不斷發(fā)展,政治體制改革不斷深入,社會(huì)轉(zhuǎn)型速度不斷加快,樟樹(shù)地區(qū)進(jìn)入到一個(gè)復(fù)雜多變的轉(zhuǎn)型期,主要表現(xiàn)為社會(huì)矛盾積聚,社會(huì)各階層不斷分化,社會(huì)資源逐漸集中在少數(shù)人手里,貧富差距逐漸拉大,群體矛盾隨之逐漸凸顯,并呈現(xiàn)出越來(lái)越激烈的態(tài)勢(shì)。樟樹(shù)市貧困群體救助對(duì)策問(wèn)題研究正是在這一社會(huì)背景下產(chǎn)生的。本文以樟樹(shù)市貧困群體為研究對(duì)象,通過(guò)系統(tǒng)梳理國(guó)外貧困群體相關(guān)問(wèn)題的論述和研究成果,分析樟樹(shù)市貧困群體的大致特點(diǎn)、當(dāng)?shù)刎毨后w形成的原因、樟樹(shù)市貧困群體的現(xiàn)狀,研究出適合樟樹(shù)市具體情況的貧困群體問(wèn)題的解決方案。新時(shí)期樟樹(shù)市貧困群體既具備了以往的特點(diǎn),又添加了新的時(shí)代特點(diǎn)。當(dāng)?shù)刎毨后w的產(chǎn)生過(guò)程中具有分化性和階段性的特點(diǎn),在分布上具有結(jié)構(gòu)性、區(qū)域性和行業(yè)性,貧困群體在生活狀況上具有底層性。在解決貧困群體問(wèn)題時(shí),應(yīng)充分考慮貧困群體的時(shí)代性,結(jié)合新時(shí)期貧困群體的具體特征和表現(xiàn),制定正確的政策,創(chuàng)新工作方法,作出長(zhǎng)期的努力,才能有步驟、有針對(duì)性地解決貧困群體問(wèn)題。解決樟樹(shù)市的貧困群體問(wèn)題,首先需要借鑒國(guó)內(nèi)以往的歷史經(jīng)驗(yàn),結(jié)合國(guó)外有效經(jīng)驗(yàn);發(fā)揮政府職能,逐步建立起一個(gè)健全完善的社會(huì)保障體系;通過(guò)多種渠道籌集貧困群體的社會(huì)救助資源,建立起救助政府專(zhuān)項(xiàng)資金,依靠社會(huì)組織和團(tuán)體,重視社會(huì)力量,通過(guò)各方合力開(kāi)展貧困群體救助工作;同時(shí)加強(qiáng)政府的救助職能,積極擴(kuò)大就業(yè)和再就業(yè),提高當(dāng)?shù)刎毨后w生存和發(fā)展的保障力,將社會(huì)救助與基層社區(qū)組織聯(lián)合起來(lái),共同實(shí)施救助措施。重視貧困群體及其后代的思想教育、形勢(shì)與政策教育和職業(yè)培訓(xùn)等,發(fā)揮貧困群體作為社會(huì)潛在勞動(dòng)力的群體優(yōu)勢(shì),轉(zhuǎn)劣勢(shì)為優(yōu)勢(shì),為樟樹(shù)市的社會(huì)建設(shè)貢獻(xiàn)力量。
[Abstract]:The problem of poor groups is that in the process of social development and operation, there is a certain scale in the economic status of poor groups, the emergence of these poor groups to a certain extent lead to the social structure and social environment out of balance.Therefore, it affects the social stability and development, and needs to mobilize social forces and government forces to intervene and govern a social phenomenon.The problem of poor groups exists in any social model and in every stage of social development. Its scale and degree vary according to the characteristics of each society, and the causes, characteristics and manifestations of the problem are different, so the way to solve the problem is different.The way and the final effect will also be different.With the continuous development of the economy, the deepening of the political system reform and the acceleration of the social transformation, the Zhangshu region has entered a complex and changeable transition period, which is mainly characterized by the accumulation of social contradictions and the continuous differentiation of various social strata.The social resources are gradually concentrated in the hands of a few people, the gap between the rich and the poor is gradually widening, the group contradiction is gradually prominent, and presents a more and more fierce situation.It is under this social background that the research on the relief countermeasures for the poor groups in Zhangshu City.This paper takes the poverty group of Zhangshu city as the research object, analyzes the general characteristics of the poverty group in Zhangshu city and the reasons for the formation of the local poor group by systematically combing the related problems and research results of the poverty group abroad.The present situation of the poor group in Zhangshu City, and the solution to the problem of the poor group suitable for the concrete situation of Zhangshu City are studied.In the new period, the poor groups in Zhangshu city have not only the characteristics of the past, but also the new characteristics of the times.The local poor groups have the characteristics of differentiation and stage, structural, regional and industry in the distribution, and the poor groups have the bottom in the living conditions.In solving the problem of the poor groups, we should take into full account the epoch of the poor groups, take into account the specific characteristics and manifestations of the poor groups in the new era, formulate correct policies, innovate working methods and make long-term efforts in order to have a step by step approach.Solve the problem of poor groups in a targeted way.To solve the problem of the poor groups in Zhangshu, we should first learn from the historical experience of our country, combine the effective experience of foreign countries, give play to the functions of the government, and gradually establish a sound and perfect social security system.To raise social assistance resources for poor groups through various channels, set up special funds for relief to the government, rely on social organizations and groups, attach importance to social forces, and carry out the relief work for poor groups through joint efforts of all parties;At the same time, the government should strengthen the function of relief, actively expand employment and re-employment, improve the survival and development of local poor groups, combine social assistance with grass-roots community organizations, and jointly implement relief measures.We should pay attention to the ideological education, situation and policy education and vocational training of the poor groups and their descendants, so as to give full play to the group advantages of the poor groups as the social potential labor force, turn the inferior position into the advantage, and contribute to the social construction of Zhangshu City.
