【摘要】：在民間長大的漢宣帝,熟知民情,了解百姓疾苦,所以比其他帝王更加關(guān)心百姓。昭帝輕徭薄賦、與民休息的政策,為宣帝實(shí)施社會救助在政治和經(jīng)濟(jì)上提供了條件。他實(shí)行德治,重視農(nóng)本,招撫流亡,減輕賦稅徭役,尊老安貧,關(guān)心救助鰥寡孤獨(dú),宣揚(yáng)孝道,選賢任能,整頓吏治,務(wù)求安民,省刑輕罰,平理刑獄。西漢帝王賑濟(jì)鰥寡孤獨(dú)的賜物詔書共有29道,而宣帝一人就多達(dá)11道,他堪稱漢代最關(guān)心鰥寡孤獨(dú)者的皇帝。宣帝選賢任能,重視對官吏的監(jiān)察管理,為社會救助的貫徹落實(shí)提供了組織保障。宣帝時(shí)良吏盛多,"吏稱其職,民安其業(yè)"。《漢書·循吏傳》記載西漢良吏六人,有五人出自宣帝朝。漢宣帝的社會救助措施對于化解民眾生存危機(jī),安定人民生活,維護(hù)社會穩(wěn)定,促進(jìn)社會生產(chǎn)發(fā)展和漢朝中興產(chǎn)生了積極作用。
[Abstract]:Han Xuandi, who grew up among the people, knew the people's feelings and understood the people's sufferings, so he cared more about the people than other emperors. Emperor Zhao kept taxes lightly and took a break from the people. It provided the political and economic conditions for Xuandi to carry out social assistance. He ruled by virtue, attached importance to agriculture, paid attention to agriculture, paid attention to exile, reduced taxes and corvee, respected the old and poor, cared for the solitude of widowers, advocated filial piety, selected talents, and rectified the administration of officials. In the Western Han Dynasty, there were 29 imperial decrees for relief to widowers, and as many as 11 in one person. He could be regarded as the emperor who cared most about widowers and oligarchs in the Han Dynasty. Attaching importance to the supervision and management of government officials, which provides an organizational guarantee for the implementation of social assistance. When Emperor Xuandi had many good officials, "the officials said their duties, the people maintained their jobs". "Han Shu 路Biography of officials" recorded six good officials in the Western Han Dynasty, Five people came from the Xuandi Dynasty. The social relief measures of Emperor Xuandi in the Han Dynasty played a positive role in resolving the people's survival crisis, stabilizing the people's life, maintaining social stability, promoting the development of social production and promoting the development of social production in the Han Dynasty.
