【摘要】：低保制度是我國(guó)社會(huì)救助的重要組成部分,享受低保是貧困群體的權(quán)利,是我國(guó)社會(huì)保障制度的安全網(wǎng)。把有限的低保資金分配給最有需要的人是制度設(shè)計(jì)的根本初衷。但依賴于上門(mén)走訪、干部評(píng)價(jià)和群眾調(diào)查等傳統(tǒng)方法很難真正評(píng)估出低保申請(qǐng)者的真實(shí)個(gè)人和家庭收入。隨著互聯(lián)網(wǎng)與云計(jì)算技術(shù)的快速發(fā)展,大數(shù)據(jù)為低保戶的個(gè)人和家庭收入核查提供了新的方法與思路。上海市在2009年在全國(guó)率先試點(diǎn)居民收入核查對(duì)比制度,取得了突出效果。文中根據(jù)上海市的實(shí)踐,對(duì)上海的大數(shù)據(jù)信息核對(duì)制度做了實(shí)證研究,并提出了上海市實(shí)踐中取得的成績(jī)與問(wèn)題,最后,根據(jù)實(shí)證研究結(jié)果提出了上海市實(shí)踐對(duì)我國(guó)其他地區(qū)的低保戶收入核查對(duì)比機(jī)制的借鑒意義。
[Abstract]:The system of minimum living allowance is an important part of social assistance in our country, and it is the right of the poor group to enjoy the minimum living standard. It is the safety net of the social security system in our country. It is the fundamental intention of the system design to allocate the limited minimum guarantee funds to the most needy people. Traditional methods such as cadre evaluation and mass survey can hardly really assess the real personal and household income of the applicants. With the rapid development of Internet and cloud computing technology. Big data provides a new method and train of thought for the personal and family income verification of low insured households. In 2009, Shanghai took the lead in piloting a comparative system of household income verification in the whole country. According to the practice of Shanghai, this paper makes an empirical study on the information checking system of big data in Shanghai, and puts forward the achievements and problems in the practice of Shanghai. Finally. Based on the results of empirical research, the paper puts forward the reference significance of Shanghai practice to the mechanism of checking and comparing the income of low insured households in other regions of China.
