【摘要】：近年來,根據(jù)中央"降成本"要求,各地政府相繼出臺了一系列降低企業(yè)社保費(fèi)的政策措施,較大程度減輕了企業(yè)的人力成本,但也出現(xiàn)了一些新的矛盾和問題。從河北來看,進(jìn)一步降低企業(yè)社保費(fèi)負(fù)擔(dān)面臨著相互關(guān)聯(lián)的三大難題:在企業(yè)層面,其承擔(dān)的社會保險負(fù)擔(dān)依然較重,在嚴(yán)峻經(jīng)濟(jì)形勢下進(jìn)一步惡化了經(jīng)營狀況;在職工層面,其享受的社會保險廣度、深度和便利度還不夠高,未來對社會保障的需求將越來越大;在政府層面,社�；疬\(yùn)行對財政補(bǔ)助的依賴程度越來越高,整體收支平衡的壓力持續(xù)提升。應(yīng)對以上多重困難,必須結(jié)合河北省情,統(tǒng)籌考慮企業(yè)社保負(fù)擔(dān)、職工社保待遇和政府收支壓力間的關(guān)系,摒棄"為了減成本而降負(fù)擔(dān)、為了降負(fù)擔(dān)而增投入"的傳統(tǒng)思路,審慎選擇進(jìn)一步降低企業(yè)社保負(fù)擔(dān)的空間及政策措施,加快完善社會保障制度,健全多元投入機(jī)制,形成多層次社會保障體系,為進(jìn)一步降低企業(yè)社保負(fù)擔(dān)提供制度保障和資金支撐。
[Abstract]:In recent years, in accordance with the central "cost reduction" requirements, local governments have introduced a series of policies and measures to reduce the social security fees of enterprises, to a large extent, to reduce the human costs of enterprises. But there are also some new contradictions and problems. From Hebei Province, further reducing the burden of enterprise social security charges is facing three problems: in the enterprise level, the burden of social security is still heavy. In the severe economic situation, further deterioration of the business situation; At the employee level, the social insurance coverage, depth and convenience are not high enough, and the demand for social security will be greater and bigger in the future. At the government level, the operation of social security funds rely more and more on financial subsidies, the pressure of the overall balance of income and expenditure continues to rise. To deal with the above multiple difficulties, we must consider the social security burden of enterprises in combination with the situation of Hebei Province. The relationship between employee's social security treatment and the pressure of the government's income and expenditure is to abandon the traditional idea of "reducing the burden in order to reduce the cost and increase the input in order to reduce the burden". We should carefully choose the space and policy measures to further reduce the social security burden of enterprises, accelerate the improvement of the social security system, perfect the pluralistic investment mechanism, and form a multi-level social security system. In order to further reduce the social security burden of enterprises to provide institutional protection and financial support.
