【摘要】：近些年來(lái),黨中央和國(guó)務(wù)院高度重視農(nóng)村地區(qū)的社會(huì)保障問(wèn)題,不斷的出臺(tái)各種新措施來(lái)健全與完善農(nóng)村社會(huì)保障制度。黨的十六大明確提出：“有條件的地方,探索建立農(nóng)村養(yǎng)老、醫(yī)療保障和最低生活保障制度”,黨的十七大政治報(bào)告中再一次明確提出了“加快推進(jìn)以改善民生為重點(diǎn)的社會(huì)建設(shè),保障人民的基本生活”的方針和政策,并從社會(huì)安定和農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展的高度上來(lái)重視農(nóng)村地區(qū)的社會(huì)保障問(wèn)題,將農(nóng)村社會(huì)保障制度的建設(shè)作為社會(huì)主義新農(nóng)村建設(shè)的一項(xiàng)重要內(nèi)容來(lái)對(duì)待,建立健全與完善的農(nóng)村社會(huì)保障制度事關(guān)科學(xué)發(fā)展觀的貫徹落實(shí),事關(guān)社會(huì)主義和諧社會(huì)的建設(shè),也事關(guān)“三農(nóng)”問(wèn)題的解決。本研究以濰坊市農(nóng)村地區(qū)社會(huì)保障問(wèn)題為研究對(duì)象,具有重要的理論價(jià)值和現(xiàn)實(shí)意義。首先,新型農(nóng)村社會(huì)保障制度是我國(guó)整個(gè)社會(huì)保障制度的重要組成部分,也是建設(shè)社會(huì)主義新農(nóng)村和構(gòu)建社會(huì)主義和諧社會(huì)的重要組成內(nèi)容。因此,探討分析新型農(nóng)村社會(huì)保障制度,不僅拓寬了社會(huì)保障的研究范圍,有利于整個(gè)社會(huì)保障學(xué)科的發(fā)展與建設(shè),還大大豐富了社會(huì)主義新農(nóng)村建設(shè)和社會(huì)主義和諧社會(huì)建設(shè)的內(nèi)涵,有利于推動(dòng)新農(nóng)村建設(shè)和和諧社會(huì)的建設(shè)。其次,探討研究新型農(nóng)村社會(huì)保障制度,分析我國(guó)新型農(nóng)村社會(huì)保障制度存在的問(wèn)題,并提出相應(yīng)的完善措施,無(wú)疑能夠?yàn)楸M快完善整個(gè)農(nóng)村社會(huì)保障制度提供理論的指導(dǎo)。 本研究主要研究以下內(nèi)容： 第一部分,緒論。這一部分主要對(duì)本論文研究背景及意義進(jìn)行了闡釋,并針對(duì)農(nóng)村社會(huì)保障問(wèn)題的國(guó)內(nèi)外相關(guān)研究現(xiàn)狀進(jìn)行了述評(píng)；還對(duì)本論文的結(jié)體系及創(chuàng)新點(diǎn)進(jìn)行了總結(jié)。 第二部分,農(nóng)村社會(huì)保障的基本理論與要素。這一部分主要闡述了現(xiàn)代社會(huì)保障的含義與基本內(nèi)容、我國(guó)農(nóng)村社會(huì)保障的含義與內(nèi)容,并闡述了濰坊市農(nóng)村社會(huì)保障的歷史及現(xiàn)狀等。 第三部分,濰坊市農(nóng)村社會(huì)保障的現(xiàn)存問(wèn)題分析。這一部分對(duì)濰坊市農(nóng)村社會(huì)保障的現(xiàn)存問(wèn)題進(jìn)行詳細(xì)的分析,并解釋了問(wèn)題存在的原因。包括：社保的籌資匱乏,管道單一；農(nóng)村社保體系不夠完善；社�？傮w水平不高等。 第四部分,結(jié)合濰坊市的現(xiàn)狀研究農(nóng)村建設(shè)與社保體系的綜合構(gòu)建。這一部分主要結(jié)合前文的論述,提出促進(jìn)濰坊市農(nóng)村建設(shè)與社會(huì)體系一體化發(fā)展的幾點(diǎn)策略建議。包括：加快戶籍制度改革破除城鄉(xiāng)壁壘、實(shí)施土地制度改革切實(shí)保護(hù)農(nóng)民的利益、構(gòu)建農(nóng)村社會(huì)保障法律制度、構(gòu)建農(nóng)村社會(huì)保障財(cái)政制度等。 筆者認(rèn)為,農(nóng)村社會(huì)保障是農(nóng)村社會(huì)居民面臨風(fēng)險(xiǎn)、危機(jī)時(shí)所采取的各種防范保護(hù)措施的總稱。但傳統(tǒng)的農(nóng)村保障模式和現(xiàn)行的各種制度性保障由于設(shè)計(jì)上的不完善,已經(jīng)無(wú)法滿足市場(chǎng)化條件下農(nóng)民對(duì)保障的需求。因此,為了滿足建設(shè)社會(huì)主義新農(nóng)村的實(shí)際需要,建立一個(gè)與農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展相適應(yīng)的農(nóng)村社會(huì)保障體系是非常必要的。本文著重基于濰坊市的現(xiàn)狀,對(duì)這一問(wèn)題進(jìn)行了闡述。

The main contents of this study are as follows:
The first part is the introduction. This part mainly explains the background and significance of this paper, and reviews the related research status at home and abroad, and summarizes the system and innovation of this thesis.
The second part is the basic theory and elements of rural social security. This part mainly expounds the meaning and basic content of modern social security, the meaning and content of rural social security in China, and expounds the history and current situation of rural social security in Weifang.
The third part analyzes the existing problems of rural social security in Weifang city. A detailed analysis of this part of Weifang City, the rural social security problems, and explain the reasons for the problems. Including: social security funding shortage, the pipeline is single; the rural social security system is not perfect; the overall level of social security is not high.
The fourth part, combined with the construction of Weifang city construction and the current situation of rural social security system. This part mainly combined with the previous discussion, puts forward some strategies and suggestions to promote the development of Weifang rural construction and social integration system. Include: speeding up the reform of the household registration system, breaking the barriers between urban and rural areas, the implementation of effective protection of farmers' land reform interests. The construction of rural social security legal system, the construction of rural social security financial system.
The author thinks that the rural social security is rural residents face the risk of various protective measures taken to prevent the floorboard of crisis. But the traditional rural social security mode and the current institutional guarantee because the design is not perfect, has been unable to meet the market demand for farmers under the condition of security. Therefore, in order to meet the actual needs the construction of new socialist countryside, to build a social and economic development in rural areas of rural social security system is very necessary. This paper focuses on the status quo of Weifang city based on this problem are discussed.
