【摘要】：改革開放以來,伴隨著工業(yè)化、城市化進(jìn)程的加快,外來人口大量涌入城市,一方面創(chuàng)造著城市發(fā)展的神話,另一方面也為我國城市社會的建設(shè)和發(fā)展帶來了前所未有的壓力。城中村、城鄉(xiāng)結(jié)合部、流動人口聚居區(qū)等各類邊緣社區(qū)的形成都是外來人口大量涌入的產(chǎn)物,對這類社區(qū)的治理也成為當(dāng)今社會各界關(guān)注的焦點問題。居民參與是社區(qū)治理的重要力量,而外來人口作為社區(qū)的新居民,其參與程度的高低對于社區(qū)的治理有著重要意義。然而,由于城市居民對外來人口的本能排斥以及外來人口自身素質(zhì)和能力的缺乏,使得外來人口參與面臨著許多不容忽視的問題,從而影響了這一群體社會融入的進(jìn)程以及邊緣社區(qū)治理的效果。 本文是從“參與式”治理的視角研究城市邊緣社區(qū)中的外來人口參與,以當(dāng)前學(xué)術(shù)界現(xiàn)有的研究數(shù)據(jù)為基礎(chǔ),描述了邊緣社區(qū)中外來人口參與的現(xiàn)狀,分析產(chǎn)生這種狀況的原因,從宏觀的政府層面、中觀的社會組織層面以及微觀的個人層面三個角度提出了促進(jìn)外來人口參與的策略。 全文分為五個部分。第一部分為導(dǎo)論,簡要概述了本文的選題背景和選題意義,對國內(nèi)外研究現(xiàn)狀進(jìn)行了梳理,并闡明了本文的研究方法和創(chuàng)新之處。第二部分對本文的核心概念進(jìn)行了界定,并對參與式治理理論、社區(qū)治理理論以及社會資本理論進(jìn)行了介紹。第三部分描述了外來人口參與邊緣社區(qū)治理的現(xiàn)狀,同時簡要概括了當(dāng)前我國城市社區(qū)居民參與的現(xiàn)有模式。第四部分對當(dāng)前外來人口社區(qū)參與中的問題和原因進(jìn)行了深入的分析。第五部分是促進(jìn)外來人口參與社區(qū)治理的對策,本文認(rèn)為應(yīng)從以下三個方面入手：(一)宏觀層面上,發(fā)揮政府的主導(dǎo)作用,推動制度層面的革新,賦予外來人口一定的參與權(quán)利；(二)中觀層面上,加強(qiáng)外來人口參與的組織建設(shè),拓寬參與渠道,保證外來人口合理、有序的參與；(三)微觀層面上,重構(gòu)社會資本,增強(qiáng)外來人口自身的參與意識,提高參與能力。
[Abstract]:Since the reform and opening up, with the acceleration of industrialization and urbanization, a large number of foreign population has poured into the city. On the one hand, it has created the myth of urban development, on the other hand, it has brought unprecedented pressure to the construction and development of urban society in our country. The formation of various marginal communities, such as villages in cities, urban and rural areas and floating population concentrated areas, is the product of a large influx of foreign population. The governance of these communities has also become the focus of attention of all walks of life. Resident participation is an important force in community governance, and the level of participation of the alien population, as a new resident of the community, is of great significance to the governance of the community. However, due to the instinctive exclusion of the urban residents from the foreign population and the lack of their own quality and ability, the participation of the foreign population faces many problems that cannot be ignored. This affects the process of social integration of this group and the effect of marginal community governance. This paper studies the participation of the foreign population in urban fringe communities from the perspective of "participatory" governance. Based on the existing research data in the academic community, this paper describes the current situation of the participation of the foreign population in the marginal communities. This paper analyzes the reasons for this situation, and puts forward the strategies to promote the participation of the foreign population from the macro government level, the meso social organization level and the micro individual level. The full text is divided into five parts. The first part is the introduction, which briefly summarizes the background and significance of the topic, combs the current research situation at home and abroad, and clarifies the research methods and innovations of this paper. The second part defines the core concepts of this paper, and introduces the participatory governance theory, community governance theory and social capital theory. The third part describes the current situation of the participation of the foreign population in the marginal community governance, and briefly summarizes the current mode of urban community participation in our country. The fourth part analyzes the problems and causes of community participation. The fifth part is to promote the foreign population to participate in the community governance countermeasures, this paper thinks that we should start from the following three aspects: (1) at the macro level, give play to the leading role of the government, promote the institutional level of innovation, (2) strengthening the organization construction of the participation of the foreign population, widening the channels of participation, ensuring the rational and orderly participation of the foreign population; (3) reconstructing the social capital at the micro level, giving the foreign population the right to participate in a certain degree; (2) strengthening the organization construction of the participation of the foreign population at the middle level; We should strengthen the participation consciousness of the foreign population and improve their ability to participate.
