【摘要】：改革開放三十多年,我國的政治、經(jīng)濟、文化和社會生活全面發(fā)展,現(xiàn)行的人口政策實踐工作也取得了令世人矚目的成就,有效的控制了人口的快速增長,使我國人口進入了低生育水平的發(fā)展階段,人口再生產(chǎn)模式也實現(xiàn)了歷史性轉(zhuǎn)變。在今后的歲月里,如何使人口政策繼續(xù)為我國經(jīng)濟和社會發(fā)展服務(wù),是一項具有理論和實踐意義的課題。 本論文共有五部分構(gòu)成：導(dǎo)論部分,對本論文的選題背景、研究內(nèi)容及研究的意義進行簡要闡述,提出本文的研究視角,并對本論文的構(gòu)思和章節(jié)安排做簡單介紹。正文部分,首先系統(tǒng)的闡述了我國人口政策在過去50多年的發(fā)展歷程,從建國初的人口自然增長,對人口數(shù)量激增的關(guān)注和大討論一直到現(xiàn)行人口政策成為基本國策并逐步走上法治軌道。第二章總結(jié)了我國現(xiàn)行人口政策為控制人口增長、穩(wěn)定低生育水平和促進我國經(jīng)濟社會和諧持續(xù)發(fā)展所做出的積極成效。第三章分析和研究了該政策實施以來所造成的一系列的消極影響,重點論析了出生人口性別比嚴(yán)重失調(diào)問題、獨生子女家庭的風(fēng)險問題、人口老齡化問題日益嚴(yán)重。在本文的最后,闡述了目前我國人口政策所面臨的新背景和新形勢,并對我國現(xiàn)行人口政策應(yīng)做適度調(diào)整,和適度放寬后的人口政策不會造成人口數(shù)量劇增進行了分析和論述。我國現(xiàn)行人口政策的成績和問題都是在發(fā)展中產(chǎn)生的,所以人口問題的解決也一定要和可持續(xù)發(fā)展相結(jié)合,和科學(xué)發(fā)展觀相結(jié)合。在面臨上述種種問題的形勢下,最后,提出了關(guān)于未來我國人口政策調(diào)整的幾點建議。
[Abstract]:After more than 30 years of reform and opening up, the political, economic, cultural and social life of our country has developed in an all-round way. The current practice of population policy has also made remarkable achievements, effectively controlling the rapid growth of the population.The population of our country has entered the stage of low fertility level, and the mode of population reproduction has also realized the historic transformation.In the years to come, how to make the population policy continue to serve the economic and social development of our country is a theoretical and practical topic.This paper consists of five parts: introduction, the background of this paper, the research content and the significance of the study are briefly described, the research perspective of this paper, and the idea of this paper and chapter arrangements are briefly introduced.The main part, first of all, systematically expounds the development course of our country's population policy in the past 50 years, from the beginning of the founding of the people's Republic of China to the natural growth of population.Until the current population policy became the basic national policy and gradually put on the track of the rule of law.The second chapter summarizes the positive effects of current population policy in controlling population growth, stabilizing low fertility level and promoting harmonious and sustainable development of China's economy and society.The third chapter analyzes and studies a series of negative effects caused by the implementation of the policy, focusing on the serious imbalance of the sex ratio of the birth population, the risk of the one-child family, and the aging of the population.At the end of this paper, the paper expounds the new background and new situation that our country's population policy is facing at present, and analyses and discusses that our current population policy should be adjusted moderately, and that the population policy after moderate relaxation will not cause the population to increase sharply.The achievements and problems of the current population policy in our country are produced in the development, so the solution of the population problem must be combined with the sustainable development and the scientific development view.In the face of the above problems, some suggestions on the adjustment of population policy in the future are put forward.
