我國(guó)農(nóng)村留守兒童現(xiàn)狀及存在問(wèn)題分析

【摘要】:農(nóng)村留守兒童的存在,是農(nóng)村勞動(dòng)力在向城鎮(zhèn)轉(zhuǎn)移過(guò)程中出現(xiàn)的特殊社會(huì)現(xiàn)象。近年來(lái),農(nóng)村留守兒童問(wèn)題已經(jīng)引起了社會(huì)的極大關(guān)注,很多專家學(xué)者從不同角度探討農(nóng)村留守兒童問(wèn)題。本文在分析農(nóng)村留守兒童現(xiàn)狀及存在問(wèn)題的基礎(chǔ)上,進(jìn)一步探討了農(nóng)村留守兒童問(wèn)題存在的原因,并提出了解決農(nóng)村留守兒童問(wèn)題的對(duì)策。 農(nóng)村留守兒童在生活、教育及心理發(fā)展方面都面臨著一系列問(wèn)題。在家庭生活方面,因?yàn)楦改覆辉谏磉,留守兒童常常被托付給親戚朋友照顧,留守兒童和他們父母的溝通在一定程度上受到限制,很難得到父母的經(jīng)常關(guān)心和愛(ài)護(hù)。在受教育方面,由于農(nóng)村整體教育水平較低、教育設(shè)施不夠完善、師資力量不足,很難對(duì)留守兒童實(shí)施特別的關(guān)注與照顧,留守兒童的教育存在一定問(wèn)題。在心理發(fā)展方面,由于留守兒童長(zhǎng)期生活在沒(méi)有約束的環(huán)境下,受父母外出打工的影響,他們的心理很容易產(chǎn)生對(duì)學(xué)習(xí)的抵觸情緒,無(wú)助的生活還會(huì)使他們產(chǎn)生自我、厭學(xué)、自閉等不健康的心理問(wèn)題。 為了解決農(nóng)村留守兒童問(wèn)題,家庭、政府、以及社會(huì)必須共同努力,改善他們的生活學(xué)習(xí)狀況,,為農(nóng)村留守兒童的健康成長(zhǎng)創(chuàng)造條件。首先,政府要加快戶籍制度改革,使農(nóng)民工可以在城市里享受和城里人一樣的待遇,這樣他們的子女就可以多半帶在身邊,這樣就減少了留守兒童的數(shù)量。其次,政府要更加關(guān)注留守兒童,發(fā)揮各個(gè)部門(mén)的職能,加強(qiáng)領(lǐng)導(dǎo),落實(shí)責(zé)任,發(fā)揮群團(tuán)組織在農(nóng)村留守兒童管理服務(wù)中的積極作用。第三,政府要制定政策,減少農(nóng)民工進(jìn)城的成本等,減少農(nóng)民工的負(fù)擔(dān)。第四,留守兒童父母要認(rèn)識(shí)到與孩子溝通的重要性,使他們可以在呵護(hù)和關(guān)愛(ài)中健康成長(zhǎng)。
[Abstract]:The existence of left-behind children in rural areas is a special social phenomenon in the process of transferring rural labor force to towns. In recent years, the problem of left-behind children in rural areas has attracted great attention of the society. Many experts and scholars discuss the problem of rural left-behind children from different angles. Based on the analysis of the present situation and problems of rural left-behind children, this paper further discusses the reasons for the problems of rural left-behind children. Some countermeasures are put forward to solve the problem of children left behind in rural areas. Rural left-behind children are faced with a series of problems in life, education and psychological development. In family life, children left behind are often entrusted to the care of relatives and friends because their parents are not around. The communication between left-behind children and their parents is limited to a certain extent, it is difficult to get the parents' constant care and love. In terms of education, because of the low level of education in rural areas, the educational facilities are not perfect enough. Lack of teachers, it is difficult to carry out special attention and care to left-behind children, there are certain problems in the education of left-behind children. In psychological development, the left-behind children live in an unconstrained environment for a long time. Under the influence of their parents working outside the home, their psychology is easy to produce the resistance to study, the helpless life will make them produce unhealthy psychological problems such as self, school weariness, autistic and so on. In order to solve the problem of left-behind children in rural areas, families, governments and society must work together to improve their living and learning conditions, and create conditions for the healthy growth of rural left-behind children. The government should speed up the reform of the household registration system so that migrant workers can enjoy the same treatment as city dwellers in the city, so that their children can mostly be taken with them, thus reducing the number of children left behind. The government should pay more attention to left-behind children, give play to the functions of various departments, strengthen leadership, implement responsibilities, and give play to the active role of group organizations in rural left-behind children management services. Third, the government should formulate policies. 4th, parents of left-behind children should realize the importance of communicating with their children so that they can grow healthily in care and care.
