【摘要】：農(nóng)村部分計劃生育家庭獎勵扶助制度是計劃生育利益導(dǎo)向機制的重要組成部分，2004年，我國在5個西部省(市)和10個地市開展農(nóng)村計劃生育家庭獎勵扶助制度試點工作，2005年試點范圍進一步擴大，2006年農(nóng)村部分計劃生育家庭獎勵扶助制度在全國范圍內(nèi)普遍推開。這項制度的實施是全面落實“三個代表”重要思想和科學(xué)發(fā)展觀，促進社會主義和諧社會建設(shè)的具體實踐,它在一定程度緩解了農(nóng)村部分計生家庭的生活壓力、緩和了計生干部與群眾的關(guān)系，同時對轉(zhuǎn)變農(nóng)村地區(qū)生育觀念起到了積極影響。本文旨在通過對農(nóng)村獎勵扶助制度的形成背景、實施情況等進行研究，為進一步完善該制度提出對策和建議。本文主要從以下幾個方面進行了論述：第一部分，緒論。該部分主要闡述了研究背景及研究意義，并對研究綜述進行了歸納整理。第二部分，農(nóng)村計劃生育獎勵扶助制度的形成及其主要內(nèi)容。包括獎扶政策的形成過程、主要內(nèi)容及其意義。第三部分，結(jié)合河北省邯鄲市F區(qū)實例對農(nóng)村計劃生育獎勵扶助制度的實施情況及運行過程進行了深入的分析。并結(jié)合調(diào)查實際找出農(nóng)村計劃生育家庭獎勵扶助制度實施中存在的問題。第四部分，站在政策執(zhí)行者即計生部門獎勵扶助制度工作人員和政策的目標(biāo)群體這兩個角度對計劃生育獎勵扶助制度做出簡要評估，，以期對政策的執(zhí)行狀態(tài)和發(fā)展趨勢有一個客觀的了解。第五部分，對農(nóng)村計劃生育獎勵扶助制度評價的影響因素進行分析。第六部分，對農(nóng)村獎扶制度的完善提出具體的建議：針對獎勵扶助政策內(nèi)容，加大宣傳力度，改善宣傳方式；嚴(yán)格獎扶政策執(zhí)行監(jiān)督檢查；提高獎勵扶助政策執(zhí)行透明度創(chuàng)新制度管理模式；提高獎扶對象滿意程度考慮獎扶制度的持續(xù)性和可銜接性，從而促進我國農(nóng)村計劃生育獎勵扶助制度的完善。 在研究方法上，本文采取定性分析和定量分析相結(jié)合的方法，運用了文獻研究、問卷調(diào)查、個案訪談等研究方法。本文的創(chuàng)新點在于筆者通過調(diào)查研究，分析了農(nóng)民對獎勵扶助制度評估的影響因素，通過發(fā)掘這些影響政策評價的因素，從而找出提高對獎勵扶助政策評價的方法和途徑，并就完善計劃生育家庭獎勵扶助制度提出相應(yīng)的對策建議。
[Abstract]:The rural family planning family reward and support system is an important part of the family planning benefit guidance mechanism, 2004. In 2005, the pilot work of the family planning incentive and support system in rural areas was carried out in five western provinces (cities) and 10 prefectures. In 2005, the scope of the pilot program was further expanded. In 2006, the system of reward and support for some family planning families in rural areas was popularized throughout the country. The implementation of this system is to fully implement the important thought of "three represents" and the scientific concept of development. To promote the concrete practice of building a harmonious socialist society, it alleviates to a certain extent the living pressure of some rural families and the relationship between family planning cadres and the masses. At the same time, it has played a positive role in changing the concept of fertility in rural areas. This paper aims to study the background and implementation of the rural incentive and support system. In order to further improve the system put forward countermeasures and suggestions. This paper mainly discusses from the following aspects: the first part, introduction. This part mainly describes the research background and research significance. The second part, the formation of rural family planning incentive support system and its main content, including the formation process of award and support policy, the main content and its significance. The third part. Based on the example of F District of Handan City, Hebei Province, the paper makes a deep analysis of the implementation and operation process of the rural family planning reward and support system. In combination with the investigation, it finds out the implementation of the rural family planning family reward and support system. Existing problems. Part 4th. From the perspective of policy implementers, that is, the staff of the reward and support system in the family planning department and the target group of the policy, this paper makes a brief assessment of the incentive and support system for family planning. With a view to the implementation of the policy and the development trend of an objective understanding of the 5th part, the rural family planning incentive and support system evaluation of the impact of factors. 6th parts. The paper puts forward some concrete suggestions on the perfection of the rural award and support system: aiming at the content of the policy of reward and support, we should strengthen the propaganda and improve the propaganda method; Strictly supervise and inspect the policy of award and support; Improve the incentive support policy implementation transparency innovation system management model; In order to improve the satisfaction of the recipients, the continuity and cohesion of the award system can be considered, thus promoting the perfection of the system of reward and support for rural family planning in our country. In the research method, this paper adopts the qualitative analysis and the quantitative analysis method, uses the literature research, the questionnaire survey, the case interview and so on research method. The innovation of this paper lies in the author through the investigation research. This paper analyzes the influencing factors of farmers' evaluation of reward and support system, and finds out the ways and means to improve the evaluation of reward and support policy by exploring the factors that affect the evaluation of policy. And put forward the corresponding countermeasure suggestion to perfect the family planning family reward and support system.
