【摘要】： 網(wǎng)絡時代互聯(lián)網(wǎng)成為公民參與政治的一個備受關注的新的平臺,網(wǎng)絡政治參與的不斷發(fā)展給社會公共政治生活帶來了巨大的發(fā)展和變化,促進了社會民主政治建設,但這種新的參與形式在給民主政治建設帶來很大的機遇和動力的同時又帶來了很多挑戰(zhàn)和障礙,網(wǎng)絡參政不平衡的數(shù)字鴻溝現(xiàn)象嚴重,非理性非規(guī)范的無序參與,政府上網(wǎng)工程以及網(wǎng)絡法制建設尚處于探索和研究的初期階段等等,由此我們需要正確面對和審視互聯(lián)網(wǎng)對民主政治建設的一系列影響,充分利用高科技帶來的正面影響進一步推動民主政治建設,更要高度重視其對民主政治的危害,采取一系列應對防范措施,把危害降到最低程度。網(wǎng)絡時代出現(xiàn)的網(wǎng)絡政治參與具有傳統(tǒng)政治參與渠道所不可比擬的優(yōu)越性,并對社會民主政治建設產(chǎn)生了復雜深刻的影響和意義,我們應該以辯證而審慎的眼光去看待和觀察新事物的產(chǎn)生和發(fā)展,采取措施消除調(diào)整引起非理性非規(guī)范性網(wǎng)絡政治參與的負面因素,努力構(gòu)建健康,有序,法制化的網(wǎng)絡環(huán)境,不斷完善網(wǎng)絡政治參與的標準化和規(guī)范化等制度體系方面以進一步促進社會民主政治建設。同時我們也應注意到完善的網(wǎng)絡政治參與途徑對于社會民主政治的發(fā)展只能起到一種推動促進作用,社會民主政治建設的發(fā)展根本上需要良好的公民政治文化,較發(fā)達的政治公共領域以及權(quán)力結(jié)構(gòu)的根本性改變等主要決定因素,因此促進民主政治建設關鍵應該取決于發(fā)明操控網(wǎng)絡的人類社會,取決于社會權(quán)力結(jié)構(gòu)和生產(chǎn)方式的根本性變更。
[Abstract]:In the Internet era, the Internet has become a new platform for citizens to participate in politics. The continuous development of network political participation has brought tremendous development and change to the social public political life, and promoted the construction of social democracy and politics. However, this new form of participation not only brings great opportunities and impetus to the construction of democratic politics, but also brings many challenges and obstacles. The government's Internet access project and the construction of the network legal system are still in the early stages of exploration and research. Therefore, we need to correctly face and examine the series of influences of the Internet on the construction of democratic politics. We should make full use of the positive effects of high technology to further promote the construction of democratic politics, attach great importance to its harm to democratic politics, and take a series of countermeasures to minimize the harm. The network political participation in the network times has the superiority which the traditional political participation channel cannot compare, and has produced the complex profound influence and the significance to the social democratic politics construction. We should look at and observe the emergence and development of new things from a dialectical and prudent perspective, take measures to eliminate the negative factors that lead to irrational and non-normative network political participation, and strive to build a healthy, orderly and legalized network environment. In order to further promote the construction of social democratic politics, the standardization and standardization of network political participation should be improved. At the same time, we should also notice that the perfect network political participation way can only play a role in promoting the development of social democratic politics. The development of social democratic political construction basically needs a good citizen political culture. The more developed political public sphere and the fundamental changes in the power structure are the main determinants, so the key to promoting democratic politics should depend on the invention of a human society that manipulates the network. It depends on the fundamental changes in the structure of social power and the mode of production.
