抗戰(zhàn)時期第一次民主憲政運動探析

【摘要】: 抗日戰(zhàn)爭時期的民主憲政運動,是在中華民族抵抗外來侵略的特殊條件下,廣大民眾為爭取民主的大規(guī)模的政治運動。先后有兩次運動高潮,本文以抗戰(zhàn)時期第一次民主憲政運動為研究對象。此次民主憲政運動既是前一階段抗日救亡運動的發(fā)展和繼續(xù),同時又為抗戰(zhàn)時期第二次民主憲政運動進行了某些準備和鋪墊。本文是通過對此次運動興起的背景、運動的過程、失敗原因、意義影響的論述與探討,從而梳理呈現(xiàn)運動的整體概況,力圖對運動有一個較全面的認識。 文章的主體部分分為四個部分來進行闡述: 第一部分,考察了抗戰(zhàn)時期第一次民主憲政運動興起的背景與社會歷史條件。主要從抗戰(zhàn)以來各階層的民主訴求、抗戰(zhàn)初期國民黨政策的松動與調(diào)整以及國民參政會的設立三個方面來進行分析。此次運動的興起與全面抗戰(zhàn)的爆發(fā)有直接的密切的關(guān)系,因此,盡管運動的興起有諸多的因素,筆者主要選擇了全面抗戰(zhàn)前后,國內(nèi)政治局勢的角度來進行闡述。 第二部分,具體闡述了抗戰(zhàn)時期第一次民主憲政運動的高漲。一是運動的前奏,主要內(nèi)容有抗戰(zhàn)初期憲政問題的大論戰(zhàn),國民參政會一屆四次會議的召開;二是運動的發(fā)展,主要是有關(guān)憲政期成會和中華民國憲法草案修正案“期成憲草”的內(nèi)容;三是運動的高潮,這部分內(nèi)容闡述了此次運動在國統(tǒng)區(qū)和抗日根據(jù)地的開展情況。 第三部分,闡述了抗戰(zhàn)時期第一次民主憲政運動的低落,主要包括“期成憲草”的夭折、國民大會的延開等內(nèi)容。 第四部分,對抗戰(zhàn)時期第一次民主憲政運動進行了簡要的評析。一是有關(guān)其失敗原因的探討,這部分以國民黨政策的兩面性、民主黨派自身的弱點為切入點;二是對其意義影響的分析,從其對團結(jié)抗戰(zhàn)的推動、民主思想的宣傳、民主黨派的成長三方面進行闡述。 結(jié)語部分對上述論述予以總結(jié),并提出自己的思考。
[Abstract]:The democratic constitutional movement during the War of Resistance against Japan was a large-scale political movement for democracy under the special conditions of the Chinese nation's resistance to foreign aggression. There have been two climaxes. This paper studies the first democratic constitutionalism movement during the War of Resistance against Japan. This democratic constitutionalism movement is not only the development and continuation of the movement of anti-Japanese salvation in the previous stage, but also the preparation and preparation for the second democratic constitutionalism movement in the period of the Anti-Japanese War. This paper discusses the background of the movement, the process of movement, the causes of failure and the significance of the movement, so as to present the general situation of the movement and try to have a more comprehensive understanding of the movement. The main part of this paper is divided into four parts: the first part examines the background and social and historical conditions of the rise of the first democratic constitutional movement during the War of Resistance against Japan. Mainly from the following three aspects: the democratic demands of all levels since the Anti-Japanese War, the loosening and adjustment of the Kuomintang policy in the early stage of the War of Resistance against Japan, and the establishment of the National Council for political participation. The rise of the movement has a direct and close relationship with the outbreak of the full-scale anti-Japanese war. Therefore, although there are many factors in the rise of the movement, the author mainly chooses the perspective of domestic political situation before and after the full-scale anti-Japanese war to elaborate. The second part, elaborated the first democratic constitutionalism movement in the anti-Japanese war period. One is the prelude to the movement, the main content of which is the great debate on constitutional issues in the early stages of the War of Resistance against Japan, the convening of one session and four sessions of the National Council for political participation, and the second is the development of the Movement. The third is the climax of the movement, which expounds the development of the movement in the areas under the control of the state and in the anti-Japanese base areas. The third part expounds the depression of the first democratic constitutionalism movement during the War of Resistance against Japan, including the collapse of the Constitution of the period and the extension of the National Convention. In the fourth part, the first democratic constitutional movement during the War of Resistance against Japan was briefly evaluated. First, the discussion on the causes of its failure, which takes the dual character of the Kuomintang policy and the weakness of the democratic parties as the starting point; second, the analysis of its significance, its promotion of unity and resistance, and the propaganda of its democratic ideology. The growth of democratic parties is expounded in three aspects. The conclusion part summarizes the above exposition and puts forward his own thinking.
