【摘要】：執(zhí)政資源是政黨維護(hù)執(zhí)政地位所可以采納的所有因素的總合，，執(zhí)政資源的深厚與否直接關(guān)系一個(gè)政黨能否掌握國(guó)家政權(quán)、維持執(zhí)政地位。意識(shí)形態(tài)是重要的執(zhí)政資源資源。鞏固和發(fā)展政黨的意識(shí)形態(tài)資源是鞏固黨的合法性、維護(hù)黨執(zhí)政地位的重要手段。中國(guó)共產(chǎn)黨作為馬克思主義政黨，意識(shí)形態(tài)資源對(duì)其獲取和鞏固自己的執(zhí)政地位更具有無(wú)可比擬的重要性。意識(shí)形態(tài)資源與合法性的關(guān)系存在自身的合法性以及對(duì)政黨合法性的作用兩個(gè)方面。各種能夠鞏固和發(fā)展執(zhí)政黨執(zhí)政合理性和合法性的理論和思想便構(gòu)成了執(zhí)政的意識(shí)形態(tài)資源。意識(shí)形態(tài)資源可以劃分為價(jià)值理想、理論學(xué)說(shuō)和政策主張三個(gè)層次。 當(dāng)代中國(guó)共產(chǎn)黨的執(zhí)政的意識(shí)形態(tài)資源開(kāi)發(fā)要在堅(jiān)持馬克思主義價(jià)值理想的前提下與時(shí)俱進(jìn)的開(kāi)發(fā)理論學(xué)說(shuō)和政策主張�？疾熘袊�(guó)共產(chǎn)黨的在意識(shí)形態(tài)資源建設(shè)方面的歷史，從理論發(fā)展角度，經(jīng)歷了建國(guó)前期和改革開(kāi)放后兩個(gè)重要時(shí)期，包含了毛澤東思想、鄧小平理論、“三個(gè)代表”重要思想和科學(xué)發(fā)展觀等；從實(shí)踐角度上則是各個(gè)時(shí)期我黨在相關(guān)理論指導(dǎo)下所采取的相關(guān)措施和行動(dòng)。從理論和實(shí)踐的基礎(chǔ)上總結(jié)我黨在執(zhí)政的意識(shí)形態(tài)資源開(kāi)發(fā)方面的歷史經(jīng)驗(yàn)對(duì)黨的建設(shè)意義重大。改革開(kāi)放以來(lái)以經(jīng)濟(jì)績(jī)效作為維護(hù)黨的執(zhí)政地位的重要手段的作用在當(dāng)今已明顯下降，亟需開(kāi)發(fā)黨執(zhí)政的新的意識(shí)形態(tài)資源來(lái)維護(hù)黨的執(zhí)政地位。由于對(duì)馬克思主義中國(guó)化認(rèn)識(shí)上的歧義、混淆馬克思主義的層次性以及全球化、網(wǎng)絡(luò)化和既有制度功能局限性等因素，中國(guó)共產(chǎn)黨執(zhí)政的意識(shí)形態(tài)資源所面臨了諸多挑戰(zhàn)。中國(guó)共產(chǎn)黨執(zhí)政的意識(shí)形態(tài)資源開(kāi)發(fā)必須正確面對(duì)社會(huì)主義意識(shí)形態(tài)的主流地位不斷衰弱、文化與馬克思主義在中國(guó)的現(xiàn)實(shí)困境及其他諸多問(wèn)題的挑戰(zhàn)。針對(duì)中國(guó)共產(chǎn)黨在當(dāng)代意識(shí)形態(tài)資源建設(shè)方面所面臨的問(wèn)題，筆者提出科學(xué)界定馬克思主義中國(guó)化與意識(shí)形態(tài)的關(guān)系、正確認(rèn)識(shí)馬克思主義在中國(guó)化的價(jià)值和精準(zhǔn)確立馬克思主義中國(guó)化的方向的新時(shí)期重構(gòu)中國(guó)共產(chǎn)黨意識(shí)形態(tài)資源的路徑。并在中國(guó)文化的馬克思主義化為路徑下提出了當(dāng)代中國(guó)共產(chǎn)黨執(zhí)政的意識(shí)形態(tài)資源建設(shè)的六條具體對(duì)策，以有效維護(hù)和鞏固中國(guó)共產(chǎn)黨在新時(shí)期的執(zhí)政地位。
[Abstract]:The ruling resources are the combination of all the factors that the political parties can adopt to maintain the ruling status. The profound or not of the ruling resources is directly related to whether a political party can hold the state power and maintain the ruling position. Ideology is an important ruling resource. Consolidating and developing the ideological resources of the political parties is an important means to consolidate the legitimacy of the party and safeguard the ruling position of the party. As a Marxist political party, the Communist Party of China (CPC) plays an unparalleled role in acquiring and consolidating its ruling position. The relationship between ideological resources and legitimacy has two aspects: its own legitimacy and its effect on the legitimacy of political parties. All kinds of theories and thoughts that can consolidate and develop the ruling party's ruling rationality and legitimacy constitute the ruling ideological resources. Ideological resources can be divided into three levels: ideal of value, theory and policy. The development of the ruling ideological resources of the Communist Party of China (CPC) should advance with the development theory and policy under the premise of adhering to the Marxist ideal of value. Examining the history of the Communist Party of China in the construction of ideological resources, from the perspective of theoretical development, it has experienced two important periods, namely, the early days of the founding of the people's Republic of China and the post-reform and opening-up, including Mao Zedong thought and Deng Xiaoping Theory. The important thought of "three represents" and the scientific development view; From the point of view of practice, it is the relevant measures and actions taken by our Party under the guidance of relevant theories in each period. On the basis of theory and practice, the historical experience of our Party in the development of ruling ideological resources is of great significance to the Party's construction. Since the reform and opening up to the outside world, the role of economic performance as an important means of maintaining the ruling position of the Party has declined obviously. It is urgent to develop the new ideological resources of the ruling Party to safeguard the ruling position of the Party. Due to the ambiguity in the understanding of the Sinicization of Marxism, the confusion of the hierarchy of Marxism, the globalization, the networking and the limitation of the existing system, the ideological resources of the CPC in power are faced with many challenges. The exploitation of the ideological resources of the CPC in power must correctly face the weakening of the mainstream position of the socialist ideology, the realistic predicament of culture and Marxism in China and the challenge of many other problems. In view of the problems faced by the Communist Party of China in the construction of contemporary ideological resources, the author puts forward a scientific definition of the relationship between the Sinicization of Marxism and ideology. The correct understanding of the value of Marxism in China and the precise establishment of the direction of Marxism in the new era of reconstruction of the ideological resources of the Communist Party of China path. In order to effectively maintain and consolidate the ruling position of the Communist Party of China in the new period, the author puts forward six concrete countermeasures for the construction of the ideological resources of the ruling party of the Communist Party of China under the path of Marxism in Chinese culture.
