【摘要】：鄧小平城市治理思想是鄧小平理論體系中不可或缺的重要構(gòu)成部分。新中國(guó)成立初期,以鄧小平為第一書(shū)記的西南局把城市治理作為治理大西南的重大任務(wù)�；诔鞘兄卫淼闹匾院蛷�(fù)雜性,鄧小平確立了城市治理的指導(dǎo)方針和基本任務(wù):在積極鞏固城市政權(quán)的基礎(chǔ)上推進(jìn)城市政治治理;以生產(chǎn)建設(shè)為中心加速城市經(jīng)濟(jì)治理;在服從于政治任務(wù)的大局中進(jìn)行城市文化治理;協(xié)調(diào)各方改善民生為重點(diǎn)開(kāi)展社會(huì)治理;把加強(qiáng)黨的建設(shè)作為城市治理的根本保證。鄧小平城市治理思想對(duì)于國(guó)家治理體系和治理能力現(xiàn)代化建設(shè)具有重要的指導(dǎo)和借鑒意義,即:圍繞城市治理的中心工作全盤(pán)考慮問(wèn)題;將中央精神與地方實(shí)際創(chuàng)造性融合開(kāi)展城市治理;依靠和團(tuán)結(jié)不同社會(huì)力量協(xié)同推進(jìn)城市治理;以制度建設(shè)作為城市治理的基礎(chǔ)性戰(zhàn)略舉措;將提高干部素質(zhì)作為提升城市治理能力的重要條件。
[Abstract]:The idea of Deng Xiaoping urban governance is an indispensable part of Deng Xiaoping theory system. In the early days of the founding of New China, the Southwest Bureau, with Deng Xiaoping as its first secretary, took urban governance as a major task in managing the southwest. Based on the importance and complexity of urban governance, Deng Xiaoping established the guiding principles and basic tasks of urban governance: promoting urban political governance on the basis of active consolidation of urban power, accelerating urban economic governance with production construction as the center; In serving the overall situation of political tasks to carry out urban cultural governance; coordinate all parties to improve the people's livelihood as the focus of social governance; strengthen the party building as the fundamental guarantee of urban governance. The idea of Deng Xiaoping urban governance has important guiding and referential significance for the modernization of national governance system and governance capacity, that is, the overall consideration of the central work of urban governance; Combining the spirit of the central government with the actual creativity of the local government to carry out urban governance, relying on and uniting different social forces to promote urban governance, taking institutional construction as the basic strategic measure of urban governance; To improve the quality of cadres as an important condition to enhance the ability of urban governance.
