【摘要】：構(gòu)建社會(huì)主義和諧社會(huì)是中國(guó)共產(chǎn)黨在新的歷史時(shí)期，面對(duì)新情況、新任務(wù)而提出的政治訴求和社會(huì)任務(wù)，是中國(guó)共產(chǎn)黨最新理論成果的反映，也是我們進(jìn)行社會(huì)主義現(xiàn)代化建設(shè)的現(xiàn)實(shí)需要。社會(huì)主義和諧社會(huì)理念的提出，反映了中國(guó)共產(chǎn)黨對(duì)社會(huì)發(fā)展的適時(shí)把握，代表著黨的執(zhí)政理念的創(chuàng)新，標(biāo)志著中國(guó)共產(chǎn)黨對(duì)黨的執(zhí)政規(guī)律、社會(huì)主義建設(shè)規(guī)律、人類(lèi)社會(huì)發(fā)展規(guī)律認(rèn)識(shí)的深化。構(gòu)建社會(huì)主義和諧社會(huì)既是一個(gè)目標(biāo)又是一個(gè)過(guò)程，這個(gè)目標(biāo)的實(shí)現(xiàn)需要一段很長(zhǎng)的時(shí)間，而中國(guó)共產(chǎn)黨是執(zhí)政黨，在構(gòu)建社會(huì)主義和諧社會(huì)中起到重要的作用，黨的執(zhí)政能力建設(shè)也就成為構(gòu)建社會(huì)主義和諧過(guò)程中的關(guān)鍵環(huán)節(jié)。加強(qiáng)黨的執(zhí)政能力建設(shè)，需要積極推進(jìn)理論創(chuàng)新、加強(qiáng)執(zhí)政主體建設(shè)、完善執(zhí)政體制、深化機(jī)構(gòu)改革。黨的執(zhí)政能力建設(shè)與構(gòu)建社會(huì)主義和諧社會(huì)存在內(nèi)在的邏輯聯(lián)系，社會(huì)主義和諧社會(huì)的構(gòu)建是黨的執(zhí)政能力建設(shè)的目標(biāo)，黨的執(zhí)政能力建設(shè)既是社會(huì)主義和諧社會(huì)建設(shè)的重要內(nèi)容，又是構(gòu)建和諧社會(huì)的重要手段，直接關(guān)系到構(gòu)建社會(huì)主義和諧社會(huì)的進(jìn)程。因此，對(duì)黨的執(zhí)政能力建設(shè)進(jìn)行深入細(xì)致的研究，對(duì)于構(gòu)建社會(huì)主義和諧社會(huì)具有重大的理論與現(xiàn)實(shí)意義。 全文共分為三個(gè)部分： 第一部分：首先，分別闡述了社會(huì)主義和諧社會(huì)和黨的執(zhí)政能力的基本內(nèi)涵及其理論和現(xiàn)實(shí)意義。其次，分析構(gòu)建和諧社會(huì)與中國(guó)共產(chǎn)黨執(zhí)政能力建設(shè)的關(guān)系，明確了構(gòu)建社會(huì)主義和諧社會(huì)是黨執(zhí)政能力建設(shè)的根本目的，提高黨的執(zhí)政能力是構(gòu)建社會(huì)主義和諧社會(huì)的關(guān)鍵條件，構(gòu)建社會(huì)主義和諧社會(huì)與黨的執(zhí)政能力建設(shè)具有內(nèi)在統(tǒng)一性。 第二部分：對(duì)構(gòu)建和諧社會(huì)進(jìn)程中黨的執(zhí)政能力建設(shè)取得的成就、存在的不足及影響執(zhí)政能力提高的因素進(jìn)行了分析。指出黨在理論創(chuàng)新能力、科學(xué)執(zhí)政能力、民主執(zhí)政能力、依法執(zhí)政能力方面取得的成就，同時(shí)根據(jù)《中共中央關(guān)于加強(qiáng)黨的執(zhí)政能力建設(shè)的決定》提出的五個(gè)能力，闡述了黨的執(zhí)政能力建設(shè)存在的不足之處，即駕馭市場(chǎng)經(jīng)濟(jì)發(fā)展的能力較弱、發(fā)展社會(huì)主義民主法治能力不足、建設(shè)社會(huì)主義先進(jìn)文化的能力薄弱、構(gòu)建社會(huì)主義和諧社會(huì)的能力尚待加強(qiáng)，最后從執(zhí)政主體、執(zhí)政體制、黨政機(jī)構(gòu)設(shè)置模式三方面深入分析了影響黨的執(zhí)政能力提高的因素。 第三部分：提出了構(gòu)建社會(huì)主義和諧社會(huì)中加強(qiáng)黨的執(zhí)政能力的路徑選擇。從執(zhí)政基礎(chǔ)、執(zhí)政主體、執(zhí)政體制、黨政關(guān)系等四個(gè)方面，提出了加強(qiáng)黨的執(zhí)政能力建設(shè)的措施。
[Abstract]:Building a harmonious socialist society is the political appeal and social task put forward by the Communist Party of China in the new historical period, in the face of new circumstances and new tasks, and is a reflection of the latest theoretical achievements of the Communist Party of China.It is also a realistic need for our socialist modernization drive.The proposition of the concept of a harmonious socialist society reflects the timely grasp of social development by the Communist Party of China, represents the innovation of the Party's governing concept, and marks the ruling law of the Communist Party of China and the law of socialist construction.Deepening understanding of the laws of human social development.Building a harmonious socialist society is not only a goal but also a process. It takes a long time to realize this goal. As the ruling party, the Communist Party of China plays an important role in building a harmonious socialist society.The construction of the Party's ruling ability has become a key link in the process of building socialist harmony.To strengthen the construction of the Party's governing ability, it is necessary to actively promote the theoretical innovation, strengthen the construction of the governing subject, perfect the ruling system, and deepen the institutional reform.The construction of the Party's ruling ability and the construction of the socialist harmonious society have inherent logical relations. The construction of the socialist harmonious society is the goal of the Party's ruling ability construction.The construction of the Party's ruling ability is not only an important content of the construction of a harmonious socialist society, but also an important means of building a harmonious society, which is directly related to the process of building a harmonious socialist society.Therefore, it is of great theoretical and practical significance to study the construction of the Party's ruling ability.The full text is divided into three parts:The first part: firstly, it expounds the basic connotation, theoretical and practical significance of the socialist harmonious society and the ruling ability of the Party.Secondly, by analyzing the relationship between building a harmonious society and the construction of the ruling ability of the CPC, it is clear that building a harmonious socialist society is the fundamental purpose of the Party's ruling ability construction.Improving the ruling ability of the Party is the key condition of constructing the socialist harmonious society, and the building of the socialist harmonious society and the construction of the ruling ability of the Party have the inherent unity.The second part analyzes the achievements of the Party's ruling ability in the process of building a harmonious society, the shortcomings and the factors that affect the improvement of the ruling ability.The paper points out the achievements of the Party in theoretical innovation, scientific ruling ability, democratic ruling ability and ruling ability according to law. At the same time, it puts forward five abilities according to the decision of the CPC Central Committee on strengthening the Party's ruling ability.This paper expounds the inadequacies in the construction of the Party's governing ability, that is, the weak ability to control the development of the market economy, the insufficiency of the ability to develop socialist democracy and rule by law, and the weak ability to build the advanced socialist culture.The ability to build a harmonious socialist society needs to be strengthened. Finally, the factors influencing the improvement of the Party's ruling ability are analyzed from three aspects: the governing subject, the ruling system and the mode of setting up the party and government organization.The third part: put forward the path choice of strengthening the Party's ruling ability in constructing the socialist harmonious society.This paper puts forward some measures to strengthen the Party's ruling ability from four aspects: the ruling foundation, the main body, the system and the relationship between the Party and the government.
