【摘要】：文書往來是外交交往的重要形式之一,為了維護(hù)國體,外交文書必須遵循一定的體例,中外皆然。晚清中英雙方針對文書往來的體例、制度,進(jìn)行了長時(shí)間的探索與交涉,從1834年"律勞卑事件"的爆發(fā)直至1880年《中外往來儀式節(jié)略》的出臺才基本告一段落。英國駐華外交代表機(jī)關(guān)印信、公文的"中國化",指的是英方在與清政府的文書往來中,印信的使用、文書體例的選擇等,從外在的文書格式到內(nèi)在的文書話語體系遵循中國習(xí)慣、體制的現(xiàn)象。從本質(zhì)上來講,這種"中國化"現(xiàn)象的存在,并不是清政府羈縻政策的勝利,而是英國駐華外交官在挑戰(zhàn)"天朝體制"的實(shí)踐中,做出的實(shí)用主義的策略性選擇。外交斗爭的需要,迫使他們盡快適應(yīng)中國的文化和體制,并在掌握乃至破解中國文書話語體系的基礎(chǔ)上,建立其自身的話語和權(quán)威。
[Abstract]:The exchange of documents is one of the important forms of diplomatic exchanges. In order to maintain the state, diplomatic documents must follow certain ways, both at home and abroad. In the late Qing Dynasty, both China and the United Kingdom made a long exploration and negotiation on the ways and systems of the exchange of documents. From the outbreak of the "RuoLao Pei incident" in 1834 to the publication of the "Chinese and Foreign Exchange ritual Abstract" in 1880, it basically came to an end. The "Sinicization" of the printing of letters and official documents by British diplomatic representatives in China refers to the use of printed letters, the choice of style of documents, and so on, in correspondence between the British side and the Qing government. From the external form of the instrument to the internal system of the discourse of the instrument follow the Chinese custom, the phenomenon of the system. In essence, the existence of this phenomenon is not the victory of Jimi policy of Qing government, but the strategic choice of pragmatism made by British diplomats in China in challenging the "Chinese system". The need of diplomatic struggle forces them to adapt to Chinese culture and system as soon as possible and to establish their own discourse and authority on the basis of mastering and even cracking the discourse system of Chinese documents.
