論日本的“普通國家”思想及其實踐

【摘要】： 冷戰(zhàn)結(jié)束后,“普通國家”思想成為日本國內(nèi)的主流政治思想。日本的“普通國家”思想的實質(zhì)在于成為一個與其他國家一樣擁有軍隊和對外戰(zhàn)爭權(quán)的普通國家,并成為政治、軍事大國乃至成為亞洲的霸主或世界的領(lǐng)導(dǎo)。 為實踐其“普通國家”思想,日本采取了一系列的措施。在國內(nèi)試圖直接修改或變相修改“和平憲法”的第九條;在國際上,爭取刪除聯(lián)合國憲章中的“敵國條款”,并成為聯(lián)合國安理會常任理事國。 日本的“普通國家”思想及其實踐必然在安全、政治、經(jīng)濟、文化等方面對我國產(chǎn)生不利的影響。我國應(yīng)積極應(yīng)對,制定相應(yīng)的對策以消除或減小對我國的不利影響,更好地維護我國的國家利益。
[Abstract]:After the end of the Cold War, the thought of "ordinary country" became the mainstream political thought in Japan. The essence of Japan's thought of "ordinary country" is to become an ordinary country with the same military and foreign war power as other countries, and to become a political, military power and even the leader of the world in Asia. Japan has taken a series of measures to practice its idea of "ordinary state". Trying to amend Article 9 of the "Peace Constitution" directly or in disguise at home; at the international level, trying to delete the "enemy country clause" from the UN Charter and becoming a permanent member of the UN Security Council. The thought and practice of "ordinary country" in Japan will inevitably have a negative impact on our country in the aspects of security, politics, economy, culture and so on. Our country should actively respond and formulate corresponding countermeasures in order to eliminate or reduce the adverse effects on our country and better safeguard our national interests.
