【摘要】：美國(guó)在20世紀(jì)中期進(jìn)入非法移民問題嚴(yán)重時(shí)期。此間,非法移民數(shù)量的邊治理邊增長(zhǎng)趨勢(shì),顯示出美國(guó)非法移民治理存在諸多困境,即國(guó)際位差困境、治理悖論困境、措施選擇困境、執(zhí)法不力困境和國(guó)際合作困境。美國(guó)在未來要想走出困境,一是應(yīng)發(fā)揮自已的國(guó)際地位優(yōu)勢(shì),促進(jìn)全球共同發(fā)展、共同富裕,建設(shè)"和諧世界";二是應(yīng)根據(jù)非法移民的"國(guó)內(nèi)鏈系",健全國(guó)內(nèi)治理體系;三是應(yīng)全面加強(qiáng)與國(guó)際社會(huì)的雙邊和多邊合作,健全阻斷非法移民"國(guó)際鏈系"的治理措施。
[Abstract]:The United States entered a serious period of illegal immigration in the middle of the 20 th century. Here, the increasing trend of illegal immigration shows that there are many difficulties in the administration of illegal immigrants in the United States, that is, the dilemma of international position difference, the dilemma of governance paradox, the dilemma of choice of measures, the dilemma of ineffective law enforcement and the dilemma of international cooperation. If the United States wants to get out of the predicament in the future, it should give full play to its advantages in international status, promote the common development and prosperity of the whole world, and build a "harmonious world", and improve its domestic governance system according to the "domestic chain" of illegal immigrants. Third, we should strengthen bilateral and multilateral cooperation with the international community in an all-round way, and improve the measures to block the "international chain" of illegal immigrants.
