【摘要】： 美國與俄羅斯在北約第三次東擴等一系列問題上產生矛盾,美俄關系驟然緊張起來。對于這一時期的美俄矛盾,國際輿論多以“新冷戰(zhàn)”來加以形容。美國與俄羅斯是當今世界兩個大國,它們之間關系的發(fā)展變化對國際形勢的變化都有著深刻的影響。正因為如此,深入探討俄美“新冷戰(zhàn)”具有十分重要的現實意義。本文將對美俄“新冷戰(zhàn)”問題進行深入探析。 本文正文分為三個部分。文章第一部分主要分析俄美“新冷戰(zhàn)”的表現。這一章分別探討了美俄兩國在俄羅斯國內政治、軍事安全領域、地緣、重大國際問題等領域的矛盾與沖突。文章第二部分從美俄兩國對外戰(zhàn)略的角度,分析俄美“新冷戰(zhàn)”的形成根源。文章認為遏制俄羅斯,防范俄羅斯重新崛起是后冷戰(zhàn)時期美國對俄戰(zhàn)略的主要目標。俄羅斯則勵精圖治以求重新成為世界大國。美俄兩國在戰(zhàn)略目標上彼此沖突,這是俄美“新冷戰(zhàn)”形成的根源。文章第三部分通過對“冷戰(zhàn)”與“新冷戰(zhàn)”的比較分析,對俄美“新冷戰(zhàn)”的性質進行了探討。文章認為從矛盾與沖突的性質、矛盾與沖突的“烈度”與范圍、意識形態(tài)等幾個角度來看,今天的美俄“新冷戰(zhàn)”與昨日的美蘇“冷戰(zhàn)”不可同日而語。美俄兩國雖然矛盾重重,但是美俄關系仍然屬于正常國家關系范疇。
[Abstract]:The United States and Russia had contradictions on a series of issues such as NATO's third eastward expansion, and relations between the United States and Russia suddenly became tense. For the contradiction between Russia and America in this period, international public opinion often describes it as "the new cold war". The United States and Russia are two great powers in the world today. The development and change of their relations have a profound influence on the changes of the international situation. Therefore, it is of great practical significance to probe into the new Cold War between Russia and the United States. This article will carry on the thorough analysis to the American and Russian "new cold war" question. The text of this paper is divided into three parts. The first part of the article mainly analyzes the performance of the new Cold War between Russia and the United States. This chapter discusses the contradictions and conflicts between the United States and Russia in the fields of Russian domestic politics, military security, geography, major international issues and so on. The second part analyzes the origin of the "New Cold War" from the angle of the foreign strategy of America and Russia. The article argues that containment and prevention of Russia's re-emergence are the main targets of American strategy towards Russia in the post-cold war period. Russia, on the other hand, is working hard to regain its position as a world power. The conflict between the two countries on their strategic objectives is the root of the formation of the new Cold War between Russia and the United States. The third part discusses the nature of the new cold war between Russia and the United States through the comparative analysis of the Cold War and the New Cold War. This paper holds that from the angle of the nature of contradiction and conflict, the intensity and scope of contradiction and conflict, ideology and so on, the "new cold war" between the United States and Russia today cannot be compared with the "cold war" of the Soviet Union yesterday. Although the United States and Russia are full of contradictions, American-Russian relations still belong to the category of normal state relations.
