【摘要】：就傳統(tǒng)知識產(chǎn)權(quán)專業(yè)領(lǐng)域(專利、商標(biāo)、版權(quán))而言,當(dāng)今世界各國行政管理型知識產(chǎn)權(quán)網(wǎng)絡(luò)信息服務(wù)呈現(xiàn)出以中國為代表的專利、版權(quán)和商標(biāo)信息服務(wù)分離型、以美國為代表的專利商標(biāo)和版權(quán)信息服務(wù)并立型和以英國為代表的專利、版權(quán)和商標(biāo)信息服務(wù)綜合型三種模式。中國模式具有分散性特點,在專利信息資源的整合服務(wù)方面有一定的優(yōu)勢;美國模式具有專利、商標(biāo)和版權(quán)信息服務(wù)同步發(fā)展、專業(yè)資源整合服務(wù)強(qiáng)的明顯優(yōu)勢,尤其在版權(quán)信息資源整合方面積累了豐富的經(jīng)驗;英國模式則對知識產(chǎn)權(quán)信息進(jìn)行綜合服務(wù),因而具有資源全面整合優(yōu)勢,同時體現(xiàn)了以人為本的特色。我們應(yīng)該吸取經(jīng)驗、系統(tǒng)推進(jìn),盡快構(gòu)建我國綜合性知識產(chǎn)權(quán)公共信息服務(wù)平臺,為實施知識產(chǎn)權(quán)戰(zhàn)略、建設(shè)創(chuàng)新型國家服務(wù)。
[Abstract]:As far as the traditional intellectual property field (patent, trademark, copyright) is concerned, the administrative intellectual property network information service in various countries in the world is characterized by patent, copyright and trademark information service, which is represented by China. The patent trademark and copyright information service, represented by the United States, and the patent, copyright and trademark information service, represented by the United Kingdom, are integrated. The Chinese model has the characteristics of decentralization and has certain advantages in the integration of patent information resources. The American model has the obvious advantages of the simultaneous development of patent, trademark and copyright information services, and the strong integration of professional resources. Especially the integration of copyright information resources has accumulated rich experience; the British model provides comprehensive services to intellectual property information, so it has the advantage of comprehensive integration of resources and embodies the characteristics of people-oriented. We should learn the experience, advance systematically, construct the comprehensive intellectual property public information service platform of our country as soon as possible, and serve for the implementation of intellectual property strategy and the construction of innovative country.
