【摘要】：現(xiàn)代社會(huì)經(jīng)濟(jì)迅速發(fā)展,社會(huì)結(jié)構(gòu)不斷調(diào)整,社會(huì)思潮、意識(shí)形態(tài)也隨之發(fā)生劇烈變化,對(duì)我國社會(huì)基層組織建設(shè)形成了挑戰(zhàn)。社會(huì)基層組織原有的組織形式、工作職能、工作方式等已經(jīng)不能完全適應(yīng)社會(huì)的發(fā)展和群眾的需求,其作為執(zhí)政黨及政府與人民群眾聯(lián)系的橋梁和紐帶,培育社會(huì)力量、維護(hù)社會(huì)穩(wěn)定等方面的應(yīng)有作用未能有效發(fā)揮。對(duì)此,黨和政府提出了構(gòu)建社會(huì)主義和諧社會(huì)的思想,并一再強(qiáng)調(diào)加強(qiáng)社會(huì)組織的發(fā)展和管理,并多次明確寫入黨和政府的文件中,學(xué)界和業(yè)界也展開了相關(guān)理論探討和實(shí)踐探索。在這種背景下,考察和分析國外社會(huì)基層組織調(diào)整和優(yōu)化的過程,研究和探討國外社會(huì)基層組織的運(yùn)行機(jī)理,對(duì)建設(shè)和完善我國社會(huì)基層組織具有重要的理論意義與實(shí)踐意義。 2009年標(biāo)志著新加坡人民行動(dòng)黨執(zhí)政已達(dá)50年,新加坡及人民行動(dòng)黨在這期間,皆取得莫大成功。其中,很重要的一個(gè)原因就在于該黨執(zhí)政以來一直借助政權(quán)的力量隨社會(huì)變遷而不斷建設(shè)和完善基層組織�；鶎咏M織不僅是行動(dòng)黨及其政府聯(lián)系群眾、服務(wù)群眾的一種有效途徑,更是增強(qiáng)社會(huì)凝聚力的一種重要工具。本文梳理了新加坡人民行動(dòng)黨主導(dǎo)之下的社會(huì)基層組織的歷史沿革,以公民咨詢委員會(huì)(CCCs)、民眾聯(lián)絡(luò)所管理委員會(huì)(CCMCs)、居民委員會(huì)(RCs)為重點(diǎn),剖析其現(xiàn)行結(jié)構(gòu)和運(yùn)行機(jī)制,揭示了新加坡人民行動(dòng)黨通過推進(jìn)社會(huì)基層組織建設(shè)增強(qiáng)黨的活力和影響力從而贏得并鞏固政權(quán)、成功領(lǐng)導(dǎo)社會(huì)建設(shè)的重要啟示意義,在分析比較中新兩國國情的基礎(chǔ)上找出我們可資借鑒的方面。 本文主要運(yùn)用馬克思?xì)v史唯物主義指導(dǎo)。由于新加坡基層組織的調(diào)整和優(yōu)化是與新加坡本身的發(fā)展歷史相聯(lián)系相一致的。所以本文是根據(jù)新加坡的具體國情及社會(huì)現(xiàn)實(shí)來分析,不是照搬照抄,力求在歷史進(jìn)程中來把握,以史實(shí)特別是第一手材料來分析,并在文獻(xiàn)基礎(chǔ)上進(jìn)行一些實(shí)證分析和研究,適當(dāng)參考結(jié)構(gòu)功能主義的方法。由于本文的著眼點(diǎn)是為中國共產(chǎn)黨的基層組織建設(shè)和基層社會(huì)建設(shè)提供借鑒,所以力求在把握新加坡的歷史文化特點(diǎn)的基礎(chǔ)上,用比較的視角進(jìn)行分析。從政黨建設(shè)和社會(huì)建設(shè)兩個(gè)方面來深入分析新加坡社會(huì)基層組織的內(nèi)在機(jī)制及功能,是本文的主要特點(diǎn)和創(chuàng)新點(diǎn)。
[Abstract]:The rapid development of modern society and economy, the constant adjustment of social structure, the drastic changes of social ideological trend and ideology have brought challenges to the construction of grass-roots organizations in our country. The working methods and so on can no longer fully adapt to the development of society and the needs of the masses. As a bridge and link between the ruling party and the government and the masses, they cultivate social forces. The party and the government have put forward the idea of building a harmonious socialist society, and have repeatedly emphasized strengthening the development and management of social organizations. In the documents written into the party and the government many times, the academic circles and the industry have also carried out relevant theoretical and practical explorations. Under this background, the process of adjustment and optimization of grass-roots organizations in foreign societies has been investigated and analyzed. It is of great theoretical and practical significance to study and discuss the operating mechanism of social grass-roots organizations in foreign countries for the construction and improvement of social grass-roots organizations in China. 2009 marks the 50 years since Singapore's people's Action Party has been in power, and Singapore and the people's Action Party have both achieved great success during this period. One of the most important reasons is that the party has been building and perfecting grass-roots organizations with the help of political power since it took office. Grassroots organizations are not only an effective way for the Party and its government to connect with the masses and serve the masses. It is also an important tool for enhancing social cohesion. This paper reviews the historical evolution of grass-roots social organizations under the leadership of the Singapore people's Action Party, focusing on the Citizens Advisory Committee, the Management Committee of the people's Liaison Institute, and the residents Committee. By analyzing its current structure and operating mechanism, this paper reveals the important significance of Singapore people's Action Party (PAP) in successfully leading the social construction by promoting the building of social grass-roots organizations to enhance the vitality and influence of the Party and thus to win and consolidate the political power, and to successfully lead the social construction. On the basis of analyzing and comparing the national conditions of China and New Zealand, we can find out the aspects we can use for reference. This paper mainly uses the guidance of Marx's historical materialism. Because the adjustment and optimization of Singapore's grassroots organization is consistent with the history of Singapore's own development, this paper is based on the specific conditions of Singapore and. To analyze the social reality, Instead of copying and copying, we should try to grasp the historical process, analyze historical facts, especially first-hand materials, and carry out some empirical analysis and research on the basis of the literature. Appropriate reference to the method of structural functionalism. Since the focus of this paper is to provide reference for the construction of grass-roots organizations and grass-roots social construction of the Communist Party of China, we strive to grasp the historical and cultural characteristics of Singapore. From two aspects of political party construction and social construction, it is the main characteristic and innovation of this paper to deeply analyze the internal mechanism and function of the basic social organization in Singapore.
