【摘要】：美國(guó)州級(jí)政府門戶網(wǎng)站主要有三種外包合同模式:"零散項(xiàng)目合同"、"長(zhǎng)期定金合同"、"長(zhǎng)期零金合同"。這三種模式在網(wǎng)站的訪問(wèn)量等指標(biāo)上并沒(méi)有明顯差異,但從政府人員、資金投入上看,三種模式依次減少�；诿绹�(guó)經(jīng)驗(yàn),"長(zhǎng)期零金合同"模式具有很多優(yōu)勢(shì),而移植到我國(guó)則需要民眾觀念轉(zhuǎn)變、政府職能轉(zhuǎn)變等。
[Abstract]:There are mainly three types of outsourcing contract models for US state government portals: "piecemeal project contracts", "long-term down payment contracts", "long-term zero payment contracts". These three models have no significant difference in terms of website visits and other indicators, but from government personnel, In terms of capital investment, the three models are reduced in turn. Based on American experience, the "long-term zero payment contract" model has a lot of advantages, but transplanting to our country requires the change of people's concept and the transformation of government function, etc.
