【摘要】： 二十世紀(jì)六十年代末七十年代初以來，西方發(fā)達(dá)國家公共行政的理論與實(shí)踐發(fā)生了重要變革。自十九世紀(jì)末、二十世紀(jì)初開始逐步形成并確立起來的以官僚制為主要特征的傳統(tǒng)公共行政模式受到了質(zhì)疑與挑戰(zhàn)。在公共行政的理論與實(shí)踐中，這一變革通常被概括為“新公共管理”運(yùn)動(dòng)。在新公共管理這一統(tǒng)一稱謂下，，西方各國的改革實(shí)踐之間存在著很大區(qū)別。即使在新公共管理改革被認(rèn)為最具代表性的盎格魯—薩克遜國家內(nèi)部，由于眾多復(fù)雜因素的影響與作用，各國的改革之間仍然存在著不可忽略的巨大差別。本文在對傳統(tǒng)公共行政模式及新公共管理的理論與實(shí)踐進(jìn)行分析的基礎(chǔ)上，以五個(gè)盎格魯—薩克遜國家——英國、美國、新西蘭、澳大利亞和加拿大——為研究對象，對其各自的新公共管理改革進(jìn)行具體分析，比較其改革之間的差別，探求造成這種差別的影響因素，以及這種差別及其影響因素對于公共行政的實(shí)踐與理論所可能具有的涵義。
[Abstract]:Since the end of 1960s and the beginning of 70s, important changes have taken place in the theory and practice of public administration in western developed countries. In 20th century, the traditional public administration mode characterized by bureaucracy was questioned and challenged. In the theory and practice of public administration, This change is often summed up as the "New Public Management" movement. Under the unified term New Public Management, There is a great difference between the reform practices of the western countries. Even within the Anglo-Saxon countries, which are regarded as the most representative of the new public management reform, because of the influence and function of many complicated factors, There is still a great difference between the reforms of different countries. Based on the analysis of the traditional mode of public administration and the theory and practice of the new public management, this paper takes five Anglo-Saxon countries, Britain, the United States, and the United States, as the basis of the analysis of the traditional public administration model and the theory and practice of the new public administration. New Zealand, Australia and Canada-as subjects of study, specific analysis of their respective new public management reforms, comparison of the differences between their reforms, and exploration of the factors contributing to such differences, And the significance of this difference and its influencing factors to the practice and theory of public administration.
