【摘要】：學(xué)界對(duì)公民政治參與的研究,主要從政治權(quán)利和政治權(quán)力兩個(gè)視角進(jìn)行分析,為探尋如何擴(kuò)大公民有序政治參與提供了富有啟發(fā)性的理論思路。然而,這兩種視角均有理論缺陷�；趯�(duì)政治概念的理解及對(duì)西方實(shí)踐經(jīng)驗(yàn)的檢討,我們將整合前述兩種視角并構(gòu)建一種新的分析框架,即"雙軌路徑":一軌以政治參與作為政治權(quán)利為路徑,另一軌以政治參與作為政治權(quán)力為路徑,以此作為分析中國公民政治參與的理論起點(diǎn)。從改革開放以來的探索實(shí)踐看,中國擴(kuò)大公民有序政治參與的實(shí)踐正沿著兩條不同路徑并行而進(jìn),形成了獨(dú)特的雙向軌跡:從滿足公民政治權(quán)利著眼,呈現(xiàn)出依序擴(kuò)展公民政治權(quán)利的順序圖;從提升公民政治權(quán)力來看,展現(xiàn)出穩(wěn)步提升公民政治權(quán)力的階梯圖。相比精英主義模式、民粹主義模式以及自由主義模式,由順序圖和階梯圖構(gòu)成的中國"雙軌路徑"方案更貼切中國的實(shí)際現(xiàn)實(shí),對(duì)于實(shí)現(xiàn)擴(kuò)大公民有序政治參與的戰(zhàn)略目標(biāo)具有重要的價(jià)值意義。
[Abstract]:The research on citizen's political participation in academic circles mainly analyzes from the two angles of political rights and political power, which provides an enlightening theoretical thought for exploring how to expand citizen's orderly political participation. However, both of them have theoretical defects. Based on the understanding of the concept of politics and the review of the western practical experience, we will integrate the above two perspectives and construct a new analytical framework, that is, the "two-track path": the first track takes political participation as the path of political rights. The other way is to take political participation as the path of political power as the theoretical starting point of analyzing Chinese citizen's political participation. From the exploration practice since the reform and opening up, China's practice of expanding orderly political participation of citizens is advancing along two different paths, forming a unique two-way track: from the perspective of satisfying civil and political rights, It presents a sequence diagram of extending civil and political rights in order; From the point of view of the promotion of civil political power, it shows the ladder of steadily promoting civil political power. Compared with the elitist, populist and liberal models, China's "two-track path" scheme, which consists of sequence diagrams and ladder diagrams, is more relevant to China's actual reality. It is of great value to realize the strategic goal of expanding citizens' orderly political participation.
