【摘要】：近年來,長期照護保障制度成為社會關(guān)注的熱點,部分地區(qū)開始探索試驗,中央政府已經(jīng)有原則性意見。但是,該項制度如何建設(shè),意見尚不一致。本文著重就長期照護保障制度定位、保障對象、保障責(zé)任、籌資機制、制度環(huán)境進行分析,認為長期照護保障是一種技術(shù)復(fù)雜的風(fēng)險保障項目,國際上尚缺成熟的經(jīng)驗。因此,要以冷靜的態(tài)度,深入思考長期照護保障制度建設(shè)相關(guān)問題,致力于構(gòu)建適合國情,公平、持續(xù)、有效的長期照護保障制度。
[Abstract]:In recent years, long-term care and security system has become the focus of social concern, some regions began to explore the experiment, the central government has a principled opinion. However, the system how to build, views are not yet consistent. This paper focuses on the positioning of long-term care security system, security object, security responsibility, financing mechanism and institutional environment. It is considered that long-term care security is a kind of technical complex risk protection project, which is still lack of mature experience in the world. Therefore, we should take a calm attitude, think deeply about the problems related to the construction of long-term care security system, and devote ourselves to the construction of a long-term care security system suitable for national conditions, fair, sustainable and effective.
