【摘要】：伴隨著我國(guó)工業(yè)化和城鎮(zhèn)化的發(fā)展，大量的農(nóng)村青壯年進(jìn)城務(wù)工，農(nóng)村勞動(dòng)力逐漸轉(zhuǎn)移到城市，空巢老人大量出現(xiàn)，傳統(tǒng)的土地養(yǎng)老、自我養(yǎng)老、家庭養(yǎng)老已不再適應(yīng)社會(huì)的發(fā)展，不能滿足老年人的需求，農(nóng)村養(yǎng)老難再次成為老人憂心、子女揪心、政府擔(dān)心的社會(huì)問(wèn)題。在今年召開(kāi)的全國(guó)兩會(huì)上，養(yǎng)老問(wèn)題也再次成為代表們熱議的話題，黨中央和國(guó)務(wù)院高度重視養(yǎng)老服務(wù)業(yè)的發(fā)展，修訂和出臺(tái)了多項(xiàng)措施積極應(yīng)對(duì)“空巢危機(jī)”。 本文以濱州市這樣的中小城市為例，就濱州市農(nóng)村養(yǎng)老問(wèn)題進(jìn)行專門(mén)研究。論文首先介紹了相關(guān)理論，系統(tǒng)的闡述了養(yǎng)老的有關(guān)概念、特點(diǎn)，并分析了發(fā)展農(nóng)村互助養(yǎng)老的必要性和可行性。其次，通過(guò)到縣區(qū)調(diào)研，詳細(xì)了解了濱州市農(nóng)村幸福院的運(yùn)行現(xiàn)狀、特色做法及取得的成效，分析濱州農(nóng)村幸福院運(yùn)行中存在問(wèn)題及原因。最后，在總結(jié)國(guó)內(nèi)外農(nóng)村養(yǎng)老和互助養(yǎng)老的先進(jìn)經(jīng)驗(yàn)和做法的基礎(chǔ)上，就進(jìn)一步完善和提升濱州市農(nóng)村幸福院的工作提出相應(yīng)的對(duì)策建議，，一是加強(qiáng)宣傳引導(dǎo)，逐步轉(zhuǎn)變?nèi)罕姷膫鹘y(tǒng)養(yǎng)老觀念；二是建立農(nóng)村互助養(yǎng)老時(shí)間銀行；三是千方百計(jì)、多途徑加大經(jīng)費(fèi)投入力度；四是創(chuàng)新服務(wù)模式，滿足不同老人的入住需求；五是建立規(guī)章制度，完善內(nèi)部管理。
[Abstract]:With the development of industrialization and urbanization in our country, a large number of young and middle-aged rural workers in cities, rural labor gradually transferred to the city, empty nest old people appear in large numbers, the traditional land endowment, self-pension, Family old-age support has no longer adapted to the development of society, can not meet the needs of the elderly, rural old-age pension again become a worry for the elderly, children worried, the government is worried about the social problems. At this year's two sessions of the National people's Congress, the issue of old-age support has once again become a hot topic among deputies. The CPC Central Committee and the State Council have attached great importance to the development of the old-age service industry, and revised and introduced many measures to deal with the "empty nest crisis." Taking Binzhou as an example, this paper makes a special study on the problem of rural old-age support in Binzhou. Firstly, this paper introduces the relevant theories, systematically expounds the concept and characteristics of the aged, and analyzes the necessity and feasibility of developing the rural mutual support for the aged. Secondly, through the county area investigation, has understood the Binzhou countryside happiness hospital's present situation, the characteristic method and the achievement in detail, has analyzed the Binzhou countryside happy hospital operation existence question and the reason. Finally, on the basis of summing up the advanced experience and practice of providing for the aged and mutual assistance in rural areas at home and abroad, the author puts forward the corresponding countermeasures and suggestions to further improve and promote the work of Binzhou Rural Happiness Institute. First, we should strengthen propaganda and guidance. Gradually change the masses' traditional concept of old-age support; The second is to establish rural mutual pension time bank; the third is to do everything possible to increase funding input; four is to innovate the service model to meet the needs of different old people; five is to establish rules and regulations to improve internal management.
