【摘要】：伴隨我國失能、半失能等特殊老年群體養(yǎng)老需求的日益增長,醫(yī)療專業(yè)治療資源和養(yǎng)老照料服務(wù)資源供不應(yīng)求,而存在種種合作優(yōu)勢的社區(qū)衛(wèi)生服務(wù)中心與養(yǎng)老機(jī)構(gòu)卻存在設(shè)備、床位閑置等資源浪費現(xiàn)象,真正利益共享的社區(qū)醫(yī)養(yǎng)結(jié)合寥寥可數(shù)。盡管自2013年以來,我國學(xué)者對醫(yī)養(yǎng)結(jié)合的研究大大增加,但是對于社區(qū)衛(wèi)生服務(wù)中心與養(yǎng)老機(jī)構(gòu)合作的論述卻很少,并且局限于對一些社區(qū)衛(wèi)生服務(wù)中心與養(yǎng)老機(jī)構(gòu)合作實施方法的簡單介紹,缺乏兩者合作方式及機(jī)制的理論提煉和系統(tǒng)研究�；跇闼厥絼�(chuàng)新和伙伴關(guān)系理論,嘗試構(gòu)建出包括理念、目標(biāo)和結(jié)果評估,政府支持,參與者合作,社區(qū)參與四個維度的合作分析框架,并依此提出社區(qū)衛(wèi)生服務(wù)中心與養(yǎng)老機(jī)構(gòu)“獨立+相連”和“改造+補(bǔ)充”的合作方式,及包括外部支持機(jī)制、信任管理機(jī)制、知識轉(zhuǎn)移機(jī)制、結(jié)果評估機(jī)制、共同生產(chǎn)和監(jiān)督機(jī)制、非貨幣型獎懲機(jī)制的合作機(jī)制。
[Abstract]:With the increasing demand of special elderly groups, such as disability, semi-disability and so on, medical professional treatment resources and old-age care services resources are in short supply. However, the community health service centers and pension institutions with various cooperation advantages have waste of resources such as equipment, idle beds and so on, and the community medical and nursing combination of real benefit sharing is few. Although the research on the combination of medical and nursing has increased greatly since 2013, there has been little discussion on the cooperation between community health service centers and pension institutions. And limited to some community health service centers and pension institutions in the implementation of the simple introduction of the lack of cooperation between the two ways and mechanisms of theoretical refining and systematic research. Based on the theory of simple innovation and partnership, this paper tries to construct a cooperative analysis framework that includes four dimensions: idea, goal and result evaluation, government support, participant cooperation, community participation. Based on this, the paper puts forward the cooperation mode of "independent connection" and "reform and supplement" between community health service center and pension institution, including external support mechanism, trust management mechanism, knowledge transfer mechanism, result evaluation mechanism, etc. Joint production and supervision mechanism, non-monetary reward and punishment mechanism of cooperation mechanism.
