【摘要】：居家養(yǎng)老服務(wù)是當(dāng)下滿足養(yǎng)老服務(wù)需求的新型養(yǎng)老服務(wù)方式,但是現(xiàn)今相關(guān)政策的不足卻影響著我國居家養(yǎng)老服務(wù)的發(fā)展。如何在政策議程設(shè)置階段——這一政策過程的“看門”環(huán)節(jié)——推動居家養(yǎng)老服務(wù)問題升至政府議事日程、進(jìn)入決策領(lǐng)域,具有十分重要的意義。本研究借用多源流模型和政策網(wǎng)絡(luò)理論為分析工具,以《關(guān)于全面推進(jìn)居家養(yǎng)老服務(wù)工作的意見》為例,在政策議程設(shè)置的多主體互動關(guān)系網(wǎng)絡(luò)中,梳理出老齡委推動我國居家養(yǎng)老服務(wù)政策議程設(shè)置的行動策略:在問題流的形成過程中,搜集、提煉、傳播推廣指標(biāo)信息,使得決策中心意識到問題的嚴(yán)重性;在政策流中,起草修正、跨界軟化政策建議;在政治流中,親近決策中心,優(yōu)化政治環(huán)境,并趁著政策窗的開啟最終推動三源合流。在上述基礎(chǔ)上,進(jìn)一步分析老齡委參與我國居家養(yǎng)老服務(wù)政策議程設(shè)置的影響因素。從政策主體、政策過程、政策問題三個角度,解釋為什么老齡委能夠在推動我國居家養(yǎng)老服務(wù)政策議程設(shè)置中具備突出的行動優(yōu)勢。在政策主體方面,老齡委在我國居家養(yǎng)老服務(wù)政策網(wǎng)絡(luò)中處于多重鏈條交匯的節(jié)點(diǎn)這一特殊位置,并且擁有包括知識資源、組織資源、權(quán)威資源、信息資源等在內(nèi)的豐富的資源要素;從政策過程看,醞釀層與決策層的互動,以及影響層與決策層的互動,不足以擠壓老齡委行動的價(jià)值;從我國居家養(yǎng)老服務(wù)問題特性看,該類問題領(lǐng)域缺乏焦點(diǎn)事件,指標(biāo)信息作用凸顯,且政策建議受到較高的“幸存”條件約束,而老齡委擁有“體制內(nèi)”的特殊身份,并具備強(qiáng)大的信息收集與傳播能力、跨部門溝通能力、資源動員能力、協(xié)調(diào)組織能力、權(quán)威調(diào)動能力,適應(yīng)于解決該類問題的政策議程設(shè)置。研究發(fā)現(xiàn),老齡委是推動我國居家養(yǎng)老服務(wù)政策議程設(shè)置的關(guān)鍵行動者。在我國官僚群體專業(yè)化水平不斷提升的背景下,為了推動以我國居家養(yǎng)老服務(wù)政策為典型的重大民生政策的出臺,需要對老齡委這類具備彈性組織架構(gòu)與運(yùn)行機(jī)制的“政府內(nèi)政策企業(yè)家”的行動給予相當(dāng)?shù)闹匾暋?br/>[Abstract]:Home old-age service is a new type of old-age service to meet the needs of pension services, but the lack of relevant policies affects the development of home pension services in China. It is of great significance to set the policy agenda, which is the gatekeeper of the policy process, to promote the issue of home pension service to the government's agenda and to enter the decision-making field. This study uses the multi-source model and the policy network theory as an analysis tool, taking "opinions on comprehensively promoting the work of providing for the aged at home" as an example, in the multi-agent interaction network set up by the policy agenda. Combing out the action strategies of the elderly committee to promote the policy agenda setting of the family old-age care service in our country: in the process of forming the problem stream, collecting, refining and disseminating the promotion index information, making the decision center aware of the seriousness of the problem; in the policy flow, Drafting amendments and softening policy recommendations across borders; in the political flow, close to the decision-making center, optimize the political environment, and take advantage of the opening of the policy window to ultimately promote the convergence of the three sources. On the basis of the above, the influence factors of the elderly committee's participation in the setting of the policy agenda of home pension service in China are further analyzed. From the perspectives of policy subject, policy process and policy issues, this paper explains why the elderly committee has a prominent action advantage in promoting the setting of the policy agenda of home pension service in China. In terms of policy subjects, the elderly Committee is in the special position of the node where multiple chains meet in the policy network of home pension service in our country, and it has knowledge resources, organizational resources, authoritative resources, etc. From the perspective of the policy process, the interaction between the brewing layer and the decision-making level, as well as the interaction between the influence layer and the decision-making level, is not enough to squeeze the value of the actions of the elderly Committee. This kind of problem area lacks the focal point event, the indicator information function is prominent, and the policy suggestion is restricted by the higher "survival" condition, while the elderly committee has the special status of "within the system", and has the formidable information collection and dissemination ability. Cross-departmental communication ability, resource mobilization ability, coordination and organization ability, authority mobilization ability, adapt to the policy agenda setting of this kind of problem. The study found that the elderly committee is the key actor to set the policy agenda of home pension service in China. In order to promote the introduction of the important policy of people's livelihood, which is typical of the family old-age service policy, in the background of increasing the level of specialization of bureaucratic groups in our country, There is a need to give considerable attention to the actions of "policy entrepreneurs" with flexible organizational structures and operating mechanisms.
