吉林省養(yǎng)老院運(yùn)營存在的問題及對策

【摘要】：隨著我國人口老齡化趨向的日益加重,養(yǎng)老問題越來越受到政府和社會的廣泛關(guān)注,目前為止最受關(guān)注的是養(yǎng)老制度和養(yǎng)老金的問題,對于養(yǎng)老機(jī)構(gòu)的研究較少,尤其是對運(yùn)營模式的研究。研究不同養(yǎng)老機(jī)構(gòu)的運(yùn)營模式,探討?zhàn)B老行業(yè)資源的合理利用,是順應(yīng)我國社會和經(jīng)濟(jì)發(fā)展的需要,有利于我國的養(yǎng)老機(jī)構(gòu)的良性發(fā)展,對提高年老型人口的生活質(zhì)量、解決養(yǎng)老安頓問題、促進(jìn)我國養(yǎng)老保障體系的發(fā)展,都具有深遠(yuǎn)的意義。作者對長春市兩個較為典型的養(yǎng)老機(jī)構(gòu)進(jìn)行了個案研究,以實地調(diào)研為基礎(chǔ),并與相關(guān)工作人員進(jìn)行了實際交流,重點(diǎn)對養(yǎng)老機(jī)構(gòu)運(yùn)營狀況進(jìn)行研究,同時分析了英美兩國的養(yǎng)老社區(qū)或養(yǎng)老機(jī)構(gòu)的運(yùn)營實踐,根據(jù)現(xiàn)階段我國養(yǎng)老機(jī)構(gòu)的運(yùn)營中碰到的問題,闡述了國外養(yǎng)老機(jī)構(gòu)運(yùn)營可被我國養(yǎng)老機(jī)構(gòu)借鑒的方面,為我國養(yǎng)老機(jī)構(gòu)良性發(fā)展提出了建議性的設(shè)想。全文可分為以下五個部分:第一部分為緒論,主要闡述論文的研究前提、研究意義、研究內(nèi)容以及方法;第二部分進(jìn)行養(yǎng)老相關(guān)概念的界定及理論基礎(chǔ)的綜述,并綜述了運(yùn)營模式的理論研究;第三部分主要描述實地調(diào)研的內(nèi)容,對不同的但又典型的兩個養(yǎng)老機(jī)構(gòu)的運(yùn)營現(xiàn)狀進(jìn)行了深入分析和比較研究,詳細(xì)闡述了養(yǎng)老機(jī)構(gòu)的運(yùn)營情況;第四部分分析了英美兩國的養(yǎng)老社區(qū)或養(yǎng)老機(jī)構(gòu)的運(yùn)營實踐,根據(jù)現(xiàn)階段我國養(yǎng)老機(jī)構(gòu)的運(yùn)營中碰到的問題,闡述了國外養(yǎng)老機(jī)構(gòu)運(yùn)營可被我國養(yǎng)老機(jī)構(gòu)借鑒的方面;第五部分針對我國養(yǎng)老院運(yùn)營過程中的不足,從運(yùn)營中需注重的方面、機(jī)構(gòu)組織的架設(shè)、與外部的互聯(lián)等方面給予了相關(guān)建議。
[Abstract]:With the increasing trend of population aging in China, the problem of pension is becoming more and more widely concerned by the government and the society. At present, the most concerned concerns are the pension system and the pension problem. The research on the pension institutions is less, especially the research on the operation mode. The rational utilization of resources is in conformity with the needs of the social and economic development of our country, and is beneficial to the benign development of the old-age institutions in China. It has far-reaching significance for improving the quality of life of the aged population, solving the problem of old-age security and promoting the development of the old-age security system in China. The author goes into the more typical old-age institutions in Changchun. On the basis of the case study, based on the field investigation and the actual exchange with the relevant staff, the paper focuses on the study of the operating status of the pension institutions, and analyses the operation practice of the old age community or the pension institution in the United States and the United States. According to the problems encountered in the operation of the pension institutions in China at the present stage, the foreign pension institutions are expounded. The operation can be used by the pension institutions of our country for reference, and put forward some suggestions for the benign development of the pension institutions in China. The full text can be divided into five parts: the first part is the introduction, which mainly expounds the research premise, the significance, the content and the method of the research; the second part defines the related concepts of the aged and the theoretical basis. The third part mainly describes the content of the field investigation, analyzes and compares the operating status of different but typical two old-age institutions, expounds the operation situation of the pension institutions in detail, and the fourth part analyses the old-age community or the pension institution in Britain and the United States. Operation practice, according to the problems encountered in the operation of the pension institutions in China at the present stage, expounds the aspects that can be used for reference by the old-age pension institutions in our country. The fifth part gives a view of the shortage in the operation process of the nursing home in our country, the aspects that should be paid attention to in operation, the erection of the organization group and the external interconnection. Make a suggestion.
