【摘要】：隨著社會主義市場經(jīng)濟(jì)體制的日益完善以及經(jīng)濟(jì)全球化進(jìn)程的不斷加快,非公有制經(jīng)濟(jì)不斷發(fā)展壯大,作為黨和政府聯(lián)系非公經(jīng)濟(jì)人士的橋梁和紐帶,政府管理和服務(wù)非公經(jīng)濟(jì)的助手,工商聯(lián)組織圍繞統(tǒng)戰(zhàn)性、經(jīng)濟(jì)性、民間性(三性)職能發(fā)揮了一些積極作用,同時(shí)也面臨新的挑戰(zhàn),其職責(zé)和使命發(fā)生著深刻變化。從總體上看,工商聯(lián)組織的職能發(fā)揮已遠(yuǎn)遠(yuǎn)滯后于非公經(jīng)濟(jì)的發(fā)展,“三性”作用的發(fā)揮呈現(xiàn)出不均衡現(xiàn)象,其組織模式和運(yùn)作機(jī)制已經(jīng)不適應(yīng)中國非公經(jīng)濟(jì)發(fā)展的現(xiàn)狀,不符合中國經(jīng)濟(jì)體制改革的目標(biāo),也同市場經(jīng)濟(jì)規(guī)則差距很大。文章首先闡述SWOT分析法的理論基礎(chǔ)和應(yīng)用范疇,并對營口市工商聯(lián)的組織發(fā)展進(jìn)行現(xiàn)狀和SWOT分析,研究營口市工商聯(lián)目前所具備的優(yōu)勢、劣勢以及面臨的機(jī)遇和威脅,基于SWOT分析結(jié)果分別提出SO、ST、WO、WT策略,對營口市工商聯(lián)組織發(fā)展給出對策建議。文章一共分為五個(gè)章節(jié):第一章為緒論,主要闡述論文的產(chǎn)生背景及基本框架;第二章為研究的理論基礎(chǔ),既介紹了SWOT的基本概念和方法論又介紹其在不同領(lǐng)域?qū)哟蔚膽?yīng)用和發(fā)展;第三章對營口市工商聯(lián)進(jìn)行現(xiàn)狀分析,主要研究基本情況和存在問題,并對組織的愿景和任務(wù)進(jìn)行了陳述;第四章結(jié)合營口市實(shí)際,運(yùn)用SWOT分析法研究當(dāng)前營口市工商聯(lián)發(fā)展過程中存在的優(yōu)勢、劣勢和面臨的機(jī)遇、威脅;第五章根據(jù)SWOT分析結(jié)果首先提出SO、ST、WO、WT策略,對營口市工商聯(lián)組織發(fā)展給出對策建議,之后對戰(zhàn)略進(jìn)行了分析,最終提出了發(fā)展戰(zhàn)略實(shí)施方案。既要發(fā)揮優(yōu)勢完善劣勢,又要利用好機(jī)遇積極應(yīng)對威脅。只有這樣,才能促進(jìn)營口市工商聯(lián)健康持續(xù)發(fā)展,更好的發(fā)揮黨和政府聯(lián)系非公經(jīng)濟(jì)人士的橋梁和紐帶作用,更好的發(fā)揮政府管理和服務(wù)非公經(jīng)濟(jì)的助手作用。
[Abstract]:With the improvement of the socialist market economy system and the acceleration of the economic globalization process, the non-public economy continues to develop and expand, which serves as a bridge and link between the Party and the government to connect the non-public economic personages. The assistant of government management and service to non-public economy, the organization of the Federation of Industry and Commerce has played some positive roles around the functions of United front, economy and folk (three characters), at the same time, it is also facing new challenges, and its duty and mission have undergone profound changes. On the whole, the function of the organization of the Federation of Industry and Commerce has lagged far behind the development of the non-public economy, and the exertion of the role of the "three characters" has shown an unbalanced phenomenon, and its organizational model and operational mechanism have not adapted to the current situation of the development of the non-public economy in China. Not in line with the goal of China's economic reform, but also with the rules of the market economy. This paper first expounds the theoretical basis and application category of SWOT analysis, and analyzes the present situation and SWOT analysis of the organization and development of Yingkou Federation of Industry and Commerce, and studies the strengths, weaknesses, opportunities and threats faced by Yingkou Federation of Industry and Commerce at present. Based on the results of SWOT analysis, this paper puts forward the strategy of SOPSTWO WT, and puts forward some countermeasures and suggestions for the organization development of Yingkou Federation of Industry and Commerce. The article is divided into five chapters: the first chapter is the introduction, mainly describes the background and basic framework of the paper, the second chapter is the theoretical basis of the study. It not only introduces the basic concept and methodology of SWOT, but also introduces the application and development of SWOT in different fields. Chapter three analyzes the current situation of Yingkou City Federation of Industry and Commerce, and mainly studies the basic situation and existing problems. The fourth chapter combines the reality of Yingkou City, using SWOT analysis method to study the advantages, disadvantages, opportunities and threats in the development process of Yingkou Industry and Commerce Federation. In chapter 5, according to the result of SWOT analysis, the author puts forward the strategy of SOPSTWO WT, and puts forward the countermeasures and suggestions for the development of Yingkou Industry and Commerce Federation, then analyzes the strategy, and finally puts forward the implementation plan of the development strategy. We should not only give play to our strengths and weaknesses, but also make good use of opportunities to deal with threats. Only in this way, can we promote the healthy and sustainable development of Yingkou City Federation of Industry and Commerce, play a better role as a bridge and link between the Party and the government, and better play the assistant role of government management and service to non-public economy.
