【摘要】：均勢理論作為國際政治理論中最古老、最具爭議的理論,受到不少國際理論家的青睞。本文立足于英國學派,研究英國學派各位學者是如何看待均勢的以及他們對均勢會作何解釋。本文正文共分為三章。第一章,簡單介紹了英國學派均勢思想的起源以及現(xiàn)代歐洲歷史中均勢思想的發(fā)展。英國學派學者巴特菲爾德認為,均勢思想與現(xiàn)代歷史息息相關(guān),古代社會中是不可能存在均勢思想的;而且,均勢思想起源于文藝復(fù)興時期的意大利,《烏特勒支條約》第一次以法律條紋的形式規(guī)定了均勢原則,18世紀成為歐洲均勢發(fā)展的“黃金時期”。第二章,重點論述了英國學派學者馬丁·懷特、赫德利·布爾和理查德·利特爾對均勢的理解。鑒于“均勢”這一概念的模糊性,懷特和布爾從不同的角度對均勢進行了分類,賦予均勢不同的定義;利特爾也論證了均勢分為聯(lián)合性均勢和對抗性均勢。但從根本上說,均勢是用來阻止主導(dǎo)大國產(chǎn)生、維持國際秩序和保證國家獨立的思想或制度。第三章,從英國學派的方法論即歷史的角度出發(fā),論證了從古至今世界歷史中的均勢思想。從古希臘到現(xiàn)代歐洲,從中國春秋戰(zhàn)國時期到冷戰(zhàn)結(jié)束后的21世紀,均勢思想無處不在,但均勢是不穩(wěn)定的,不可能長久的保持下去,總存在著均勢失敗的情形。最后結(jié)語處,對英國學派的均勢思想從整體上進行概括。
[Abstract]:As the oldest and most controversial theory in international political theory, balance of power theory is favored by many international theorists. Based on the English school, this paper studies how the British school scholars look at the balance of power and how they explain it. The text is divided into three chapters. The first chapter briefly introduces the origin of the thought of balance of power in English school and the development of the thought of balance of power in modern European history. Butterfield, an English scholar, believes that the thought of balance of power is closely related to modern history, and that there is no such thing as balance of power in ancient society. The thought of balance of power originated in Italy during the Renaissance. The Treaty of Utrecht first stipulated the principle of balance of power in the form of legal stripes. In the 18th century, it became the "golden age" of the development of European balance of power. The second chapter focuses on the British scholars Martin White, Hedley Bull and Richard Little's understanding of the balance of power. In view of the fuzziness of the concept of "balance of power", White and Boer classify it from different angles and endow it with different definitions, and Little also demonstrates that the equilibrium is divided into combined equilibrium and adversarial equilibrium. But fundamentally, the balance of power is used to prevent the emergence of leading powers, to maintain international order and to ensure national independence. Chapter three, from the perspective of the methodology of the English school, demonstrates the thought of balance of power in the world history from ancient to present. From ancient Greece to modern Europe, from the Spring and Autumn period of China to the end of the Cold War in the 21st century, the balance of power thought is everywhere, but the balance of power is unstable, can not be maintained for a long time, there is always a balance of power failure situation. Finally, the conclusion of the British school of balance of power from the overall summary.
