龍崗區(qū)“村改社”社區(qū)治理權(quán)責(zé)配置存在的問題及對(duì)策研究

【摘要】:社區(qū)作為最基層的社會(huì)治理要素,其功能涵蓋組織居民效度化自治以及實(shí)現(xiàn)自身良性發(fā)展,同時(shí),藉由政府部分管理職能向社區(qū)的讓渡,使得現(xiàn)今社區(qū)日益成為創(chuàng)設(shè)系統(tǒng)化的社會(huì)治理機(jī)制以及提升政府社會(huì)治理效能的關(guān)鍵介質(zhì),F(xiàn)階段,深圳市龍崗區(qū)在推行集體村鎮(zhèn)向社區(qū)轉(zhuǎn)型過程中,普遍設(shè)立社區(qū)工作站、社區(qū)股份合作公司、社區(qū)綜合黨委、社區(qū)居民委員會(huì)等四套機(jī)構(gòu)體系。在權(quán)責(zé)配置現(xiàn)狀方面,社區(qū)工作站主要承接政府行政管理職能,以檢查、審批、登記和確認(rèn)性職權(quán)為主,具有濃厚的行政性色彩。社區(qū)股份合作公司以企業(yè)經(jīng)營(yíng)管理職權(quán)為主,涉及公司業(yè)務(wù)經(jīng)營(yíng)、財(cái)務(wù)管理、人事管理與物業(yè)管理等領(lǐng)域,由于掌握社區(qū)運(yùn)行所必需的經(jīng)濟(jì)資源和人事資源,在社區(qū)治理中實(shí)際發(fā)揮著主導(dǎo)作用。社區(qū)綜合黨委以內(nèi)部黨務(wù)管理職權(quán)為主,主要負(fù)責(zé)黨組織內(nèi)部運(yùn)作和管理,負(fù)責(zé)黨員的日常思想教育。社區(qū)居委會(huì)則涉及權(quán)責(zé)事項(xiàng)相對(duì)較少,以行使確認(rèn)性職權(quán)為主,負(fù)責(zé)為社區(qū)居民開具各類“證明”和“認(rèn)定”。總體來看,龍崗區(qū)“村改社”社區(qū)基層各個(gè)工作機(jī)構(gòu)之間的權(quán)責(zé)配置是歷史形成的,權(quán)責(zé)配置相對(duì)失衡,沒有體現(xiàn)出當(dāng)初制度設(shè)計(jì)所作的目標(biāo)要求。本文通過深入社區(qū)實(shí)地調(diào)查研究,系統(tǒng)了解社區(qū)各工作機(jī)構(gòu)主要工作事項(xiàng)及其權(quán)責(zé)配置情況,在已知龍崗區(qū)基層治理中存在社區(qū)內(nèi)組織之間的關(guān)系不順、社區(qū)工作站定性不清、社區(qū)資源配置失衡、社區(qū)居委會(huì)邊緣化以及居民參與普遍不足等問題的前提下,對(duì)這些問題進(jìn)行更全面、更深層次的剖析。同時(shí),立足于公共治理的理論,從社區(qū)內(nèi)設(shè)的黨委、居委會(huì)、股份制合作公司以及基層社區(qū)工作站等四個(gè)工作機(jī)構(gòu)的角度出發(fā),對(duì)優(yōu)化龍崗區(qū)“村改社”社區(qū)治理中的權(quán)責(zé)配置提出具有針對(duì)性、可行性的對(duì)策建議。
[Abstract]:As the most basic elements of social governance, the functions of community include organizing residents' validity autonomy and realizing their own benign development, and at the same time, transferring part of government management functions to the community. Nowadays, the community is becoming the key medium to establish the systematic social governance mechanism and to improve the efficiency of the government's social governance. At present, in the process of the transformation from collective village to community in Longgang District of Shenzhen City, four organizational systems, such as community workstation, community stock cooperative company, community comprehensive party committee and community resident committee, are generally set up. In the present situation of the allocation of power and responsibility, the community workstations mainly undertake the functions of government administration, which mainly focus on inspection, examination and approval, registration and confirmation, and have a strong administrative color. Community stock cooperative companies are mainly concerned with the power of enterprise management and business operations, including business operations, financial management, personnel management, property management, etc., because of mastering the economic and personnel resources necessary for the operation of the community, In community governance is actually playing a leading role. The community comprehensive party committee is mainly responsible for the internal operation and management of the Party organization and for the daily ideological education of the party members. On the other hand, the community neighborhood committee is responsible for issuing all kinds of "certificates" and "cognizance" for community residents because of its relatively few rights and responsibilities. On the whole, the allocation of power and responsibility among the grass-roots organizations in the community of Longgang District "Village Reform Society" is a historical formation, and the allocation of power and responsibility is relatively unbalanced, which does not reflect the target requirements of the original system design. Through in-depth community investigation and research, this paper systematically understands the main work items and the allocation of powers and responsibilities of the community working organizations. It is known that the relationship between community organizations in the grass-roots governance of Longgang district is not smooth, and the quality of community workstations is unclear. On the premise of the imbalance of community resource allocation, the marginalization of community neighborhood committee and the general insufficiency of residents' participation, this paper makes a more comprehensive and deeper analysis of these problems. At the same time, based on the theory of public governance, from the perspective of the four working organizations, namely, party committees, neighborhood committees, joint-stock cooperative companies and grass-roots community workstations, established in the community, Some countermeasures and suggestions are put forward to optimize the allocation of power and responsibility in the community management of "Village Reform Society" in Longgang District.
