【摘要】：20世紀60年代以來,全球工業(yè)化的進程迅速擴張,伴隨著工業(yè)的發(fā)展全球經(jīng)濟也快速增長。隨之而來出現(xiàn)了如人口激增、環(huán)境污染、資源匱乏等一系列的生態(tài)問題。生態(tài)破壞嚴重這一問題不單單出現(xiàn)在某一國家或者某一區(qū)域,而是全球范圍都出現(xiàn)了較為嚴重的生態(tài)破壞問題,正在嚴重地威脅著人類的生存與發(fā)展。進入二十一世紀,隨著我國經(jīng)濟的迅速發(fā)展以及人們環(huán)保意識逐漸增強,人們對人居環(huán)境提出了更高的要求。如何建立一個“環(huán)保、宜居、民主、和諧、法治以及管理完善的新型生態(tài)社區(qū)”成為當前我國社區(qū)治理的重要目標之一。因此研究生態(tài)社區(qū)的建設對于改善人居環(huán)境,加快社區(qū)治理現(xiàn)代化有舉足輕重的意義。論文首先對生態(tài)社區(qū)產(chǎn)生的背景進行闡述,深刻分析促成生態(tài)社區(qū)出現(xiàn)的現(xiàn)實因素,研究現(xiàn)代社會建設生態(tài)社區(qū)的必要性以及迫切性,闡述國內(nèi)外生態(tài)社區(qū)建設發(fā)展的理論和實踐歷程,為我國生態(tài)社區(qū)的發(fā)展奠定了良好基礎。其次從生態(tài)社區(qū)的概念界定以及理論闡述入手,對于生態(tài)社區(qū)建設進行理論層面的梳理以及探討,深度剖析生態(tài)社區(qū)建設的理論以及實踐意義。再次通過對我國目前生態(tài)社區(qū)建設的現(xiàn)狀進行分析,得出目前我國生態(tài)社區(qū)建設中存在著政府支持不到位、社會組織力量不夠、居民參與感不強、相關制度不健全等四方面問題。通過借鑒國內(nèi)外優(yōu)秀生態(tài)社區(qū)建設的典型經(jīng)驗,從精準政府角色定位、制定健全法律法規(guī)、充分發(fā)揮社會組織職能以及轉(zhuǎn)變居民生活方式等四方面提出有針對性的舉措,推動生態(tài)社區(qū)在我國健康、永續(xù)的發(fā)展下去。
[Abstract]:Since the 1960s, the process of global industrialization has expanded rapidly, and the global economy has also grown rapidly with the development of industry. Followed by a series of ecological problems, such as population explosion, environmental pollution, lack of resources and so on. The problem of serious ecological destruction appears not only in a certain country or region, but also in the whole world, which is seriously threatening the survival and development of human beings. In the 21 century, with the rapid development of our country's economy and the increasing of people's environmental protection consciousness, people put forward higher requirements to human settlement environment. How to establish a "environmental protection, livable, democratic, harmonious, rule of law and management of a new ecological community" has become one of the important goals of community governance in China. Therefore, the study of the construction of ecological community plays an important role in improving the living environment and speeding up the modernization of community governance. Firstly, the paper expounds the background of the emergence of ecological community, deeply analyzes the realistic factors that promote the emergence of ecological community, and studies the necessity and urgency of constructing ecological community in modern society. This paper expounds the theory and practice of ecological community construction and development at home and abroad, which lays a good foundation for the development of ecological community in China. Secondly, from the definition of the concept of ecological community and theoretical elaboration, the construction of ecological community theoretical level of combing and discussion, in-depth analysis of the ecological community construction of the theoretical and practical significance. Thirdly, by analyzing the current situation of ecological community construction in our country, it is concluded that the government support is not in place, the social organization is not enough, and the residents' sense of participation is not strong in the construction of ecological community in our country. The related system is not perfect and so on four aspects question. Through drawing lessons from the typical experience in the construction of excellent ecological community at home and abroad, this paper puts forward some targeted measures from four aspects, such as precise government role orientation, making and perfecting laws and regulations, giving full play to the functions of social organization and changing residents' way of life, etc. To promote the healthy and sustainable development of ecological communities in China.
