【摘要】：公眾參與具有多個領(lǐng)域,例如公共衛(wèi)生領(lǐng)域、公共事業(yè)管理領(lǐng)域以及基層治理等領(lǐng)域,每個領(lǐng)域中公眾參與具有各自的特征和問題。本文則探討在生態(tài)文明城市建設(shè)這一特殊領(lǐng)域中公眾參與所具有的問題,并舉出相關(guān)案例對參與中的途徑和問題進(jìn)行論述。公眾參與具有一般性,而生態(tài)文明城市建設(shè)中的公眾參與具有其特殊性,有別于其他領(lǐng)域的公眾參與,主要表現(xiàn)為:在該領(lǐng)域中的特征方面,主要有公眾參與的可持續(xù)性、參與主體的多元性以及該領(lǐng)域中沒有統(tǒng)一的參與模板;在公眾參與主體方面,其涉及到多個參與群體,包括公眾個體、企業(yè)和社會組織;在參與內(nèi)容上,生態(tài)文明城市建設(shè)的不同的階段具有不同的公眾參與內(nèi)容,主要包括生態(tài)文明城市領(lǐng)域中公眾參與的準(zhǔn)備階段、實施階段和維護(hù)階段,不同階段公眾參與具有差異性;在參與途徑上,生態(tài)文明城市建設(shè)領(lǐng)域中的公眾參與途徑更加多樣化,參與途徑涵蓋的范圍更廣。然而,這一領(lǐng)域中的公眾參與還面臨一些制約因素,主要表現(xiàn)在:公眾參與的質(zhì)量問題和程度問題、信心公開不足和相關(guān)制度缺乏可執(zhí)行性等問題,導(dǎo)致這些問題的原因主要是:公眾在這一領(lǐng)域中的參與成熟度低、執(zhí)政人員對公眾參與認(rèn)識不足等原因。因此,生態(tài)文明城市建設(shè)領(lǐng)域中的公眾參與應(yīng)當(dāng)進(jìn)一步提高公眾參與的成熟度;轉(zhuǎn)變政府執(zhí)政觀念,提高政務(wù)信息的公開度;進(jìn)一步完善公眾參與的相關(guān)法律體系。
[Abstract]:There are many fields of public participation, such as public health field, public utility management field and grass-roots governance field. Public participation in each field has its own characteristics and problems. This paper discusses the problems of public participation in the special field of ecological civilization city construction, and points out the relevant cases to discuss the ways and problems in the participation. The public participation is general, and the public participation in the construction of ecological civilization city has its particularity, which is different from the public participation in other fields. The diversity of participants and the absence of a uniform template for participation in this field; in the case of public participation subjects, it involves multiple groups of participants, including public individuals, enterprises and social organizations; and in terms of participation content, Different stages of ecological civilization city construction have different contents of public participation, including the preparation stage of public participation in the field of ecological civilization city, the stage of implementation and maintenance, and the difference of public participation in different stages. In the participation way, the public participation way in the ecological civilization city construction domain is more diversified, the participation way covers the scope more widely. However, public participation in this area also faces a number of constraints, such as the quality and extent of public participation, the lack of public confidence and the lack of enforcement of the relevant system, etc. The main causes of these problems are the low maturity of public participation in this field and the lack of understanding of public participation among the ruling staff. Therefore, the public participation in the field of ecological civilization city construction should further improve the maturity of public participation; change the concept of government governance, improve the openness of government information; further improve the relevant legal system of public participation.
