【摘要】：城市社區(qū)治理是城市治理工作開展的基礎(chǔ),也是實現(xiàn)從“管理”到“治理”的全國改革的重要體現(xiàn)。對城市社區(qū)治理的工作績效進行評價研究,既為日后政府的決策工作奠定了基礎(chǔ),也提高了城市社區(qū)治理的工作效率。本文針對城市社區(qū)治理的績效,提出一套合理的評價指標體系,并在基于粗糙集理論的基礎(chǔ)上,構(gòu)建了城市社區(qū)治理績效評價模型,科學地分析了城市社區(qū)治理工作現(xiàn)階段的成效,不僅豐富了理論研究成果,也對城市社區(qū)治理績效評價工作有一定的實踐意義。本文對城市社區(qū)治理的績效評價研究,主要研究內(nèi)容表現(xiàn)于下五個方面:(1)城市社區(qū)治理績效評價的理論基礎(chǔ)。通過分析城市社區(qū)治理的基本理論、內(nèi)涵、要素等內(nèi)容和城市社區(qū)治理績效評價的相關(guān)概念,最終闡述了城市社區(qū)治理績效評價的意義,奠定了城市社區(qū)治理績效評價的理論基礎(chǔ)。(2)城市社區(qū)治理績效評價指標體系。在堅持指標構(gòu)建原則的基礎(chǔ)上,借鑒城市社區(qū)治理相關(guān)領(lǐng)域的指標選取,在參考專家咨詢的調(diào)查結(jié)果上,通過分析當前城市社區(qū)治理的現(xiàn)狀,最終確立了樹狀型的城市社區(qū)治理績效評價指標體系。(3)基于粗糙集理論的城市社區(qū)治理績效評價模型。本文將粗糙集理論貫穿到城市社區(qū)治理績效評價研究中,通過粗糙集理論本身的優(yōu)勢,按照粗糙集方法評價模型的步驟,構(gòu)建了更科學合理的城市社區(qū)績效評價模型。(4)基于粗糙集理論的城市社區(qū)治理績效評價實證研究。本文以湖南省長沙市下的18個社區(qū)作為實證研究對象,利用粗糙集理論方法對獲取的數(shù)據(jù)進行處理,最終進行實證研究,并根據(jù)研究結(jié)果,分析出了影響城市社區(qū)工作開展的主要因素。(5)提出有效實施城市社區(qū)治理績效評價的建議。根據(jù)論文的研究結(jié)果,從完善城市社區(qū)治理績效評價制度、多維主體的構(gòu)建、治理績效的科學評價等方面提出了城市社區(qū)治理績效評價工作的針對性意見。并針對城市社區(qū)治理績效,從加強組織合作、利于科學技術(shù)兩方面提出了建設(shè)性的建議。
[Abstract]:Urban community governance is not only the foundation of urban governance, but also the important embodiment of the national reform from "management" to "governance". The evaluation of the performance of urban community governance not only lays a foundation for the future government decision-making, but also improves the efficiency of urban community governance. According to the performance of urban community governance, this paper puts forward a set of reasonable evaluation index system, and on the basis of rough set theory, constructs a performance evaluation model of urban community governance. This paper scientifically analyzes the effect of urban community governance at the present stage, which not only enriches the theoretical research results, but also has certain practical significance for the evaluation of urban community governance performance. This paper studies the performance evaluation of urban community governance, mainly in the following five aspects: 1) the theoretical basis of urban community governance performance evaluation. By analyzing the basic theory, connotation and elements of urban community governance and the related concepts of urban community governance performance evaluation, the significance of urban community governance performance evaluation is expounded. It establishes the theoretical basis of performance evaluation of urban community governance. 2) the index system of performance evaluation of urban community governance. On the basis of adhering to the principle of index construction, this paper draws lessons from the selection of indicators in the relevant fields of urban community governance, and analyzes the current situation of urban community governance by referring to the survey results of expert consultation. Finally, the tree-shaped performance evaluation index system of urban community governance is established. The evaluation model of urban community governance performance based on rough set theory is established. In this paper, rough set theory is introduced into the study of urban community governance performance evaluation. Through the advantages of rough set theory, according to the steps of rough set method evaluation model, A more scientific and reasonable evaluation model of urban community performance is constructed. The empirical study of urban community governance performance evaluation based on rough set theory is carried out. In this paper, 18 communities in Changsha City of Hunan Province are taken as the object of empirical study, and the data obtained are processed by rough set theory method, and finally the empirical research is carried out, and according to the research results, This paper analyzes the main factors influencing the development of urban community work, and puts forward some suggestions for the effective implementation of the performance evaluation of urban community governance. According to the research results of the paper, the paper puts forward some suggestions on the evaluation of urban community governance performance from the aspects of perfecting the evaluation system of urban community governance performance, constructing multi-dimensional subjects, and scientific evaluation of governance performance. According to the performance of urban community governance, some constructive suggestions are put forward from two aspects: strengthening organization and cooperation and promoting science and technology.
